Invitation for Bids
Name of Procuring Entity : Palestinian Energy and Natural Resources ( PENRA ) Bidding Process Number : PEA - MOF / 05-2022
1. The Palestinian Energy and Natural Resources ( PENRA ) intends to apply part of the proceeds under Managing and Developing Traditional Energy Sources ( 5813 ) by Ministry of Finance ( MOF ) toward payment under the Contract of Supply of MV / LV Materials for Rehabilitation of Electricity Network in Hebron .
2. The Palestinian Energy and Natural Resources ( PENRA ) now invites sealed bids from eligible bidders for Sup ply of MV / LV Materials for Rehabilitation of Electricity Network in Hebron and the Bid includes the following Material :
ABC Cables & Low Voltage Steel Poles .
3. Public bidding will be conducted through a request for competitive bids National in accordance with the provi sions of the Public Procurement Law No.8 of 2014 and its Implementing Regulations and is open to all eligible bidders . The required qualifications for the successful Bidder are :
i . Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement ( s ) :
1. To present duly ORIGINAL certified copies of the last three ( 3 ) years balance sheet profit and loss ac count ; these copies shall be certified by the bidder Tax Authorities . The Purchaser reserves the right to communicate with the bidder Tax Authorities with regard of the accuracy of these certified documents . 2. To show an average annual turnover for the last 3 years of at least twice the bid price . 3. To have no overdue debts of any kind towards the Revenue Authorities and local property taxes for local bidders .
ii . Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement ( s ) :
a ) To present a list of reference for sold goods with similar characteristics as for those requested . The list shall cover the last three ( 3 ) years for supply of goods , as well as supply in progress .
b ) To show a profile description of the company .
If Bidder is not manufacturer
If a Bidder is not a manufacturer , but is offering the Goods on behalf of the Manufacturer under Manufacturer > s Authorization Form ( Section IV , Bidding Forms ) , the Manufacturer shall demonstrate the above qualifica tions ( a ) , ( b ) , ( c ) and the Bidder shall demonstrate that it has successfully completed at least 2 contracts of similar goods in the past 3 years
4. Interested eligible bidders may obtain further information from Palestinian Energy and Natural Resources ( PEN RA ) and inspect the bidding documents during office hours 8:00 AM - 3:00 PM from Sunday to Thursday at the address given below or through the Public Procurement Portal .
A complete set of bidding documents may be purchased by interested bidders from the address given below and upon payment of a non - refundable fee 50 USD .

5. Bids must be delivered to the address below on or before 26 - Jun - 2022 Electronic bidding will not be permitted . Bids must be valid for a period of 90 days after the final date for Bid Submission .
6. All bids must be accompanied by Bid Security with an amount of : 50,000 NIS . and shall be valid for a period of 30 days after the bid validity period ; ( until 24 - Oct - 2022 )
7. Late bids will be rejected . Bids will be publicly opened in the presence of the bidders ' designated representatives and anyone who choose to attend at the address below on 26 - Jun - 2022 at 12:30 PM .
