Specific Procurement Notice Request for Bids Small Works ( One - Envelope Bidding Process )

The Municipal Development and Lending Fund ( MDLF ) is a Palestinian semi - governmental institution created in 2005 by the Palestinian National Authority that works on interpret local government policies approved by the Palestinian Government into programs and projects that contribute to the empowerment of the local government units through managing funds ( grants and loans ) .
Municipal Development and Lending Fund now invites sealed Bids from eligible Bidders for the Construction of Municipal Development and Lending Fund Headquarter Building , Ref . No. MDLF - CW - RFB - 01 / 2022 . The project scope of work consists of constructing five floors and two lower level floors parking and multipurpose hall with a total built up area of 2828 m2 .
1. Bidding will be conducted through national competitive bidding ( NCB ) using a Request for Bids ( RFB ) as specified in Municipal Development and Lending Fund " MDLF Procurement Manual " , and is open to all Bidders as defined in the Procurement Regulations .

Interested eligible Bidders may obtain further information from ( The Municipal Development and Lending Fund - MDLF , MDLF Procurement Department ) and inspect the bidding documents at the address given below during office hours 08:00 A.M. to 03:00 P.M. from 27/06/2022 to 07/08/2022 . Qualifications requirements are presented in the Bidding Documents .

4. Qualifications requirements include a list of technical , financial and legal requirements . Additional details are presented in the Bidding Documents .

A complete set of Bidding Documents in English may be purchased by interested bidders upon the submission of a written Application to the address below and upon payment of a non - refundable fee of 1000 New Israeli Shekel ( NIS ) or equivalent amount of freely convertible currency . The method of payment will be in a direct bank deposit to The Municipal Development and Lending Fund - MDLF account number ( 174434 ) , The National Bank , Al Masyoun Branch .
6. Bids must be delivered to the address below on or before 08/08/2022 -12 : 00 noon . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 08/08/2022 - 12:00 noon .
7. Bids shall be valid for a period of ( 90 ) days after the bid submission deadline date and must be accompanied by a Bid Security of 250,000 New Israeli Shekel ( NIS ) . The Bid Security should be valid for 118 days after the bid submission deadline date .
The project is VAT included , bidders to price with VAT .
A Site Visit and Pre - Bid Meeting : Contractors are invited to attend the site visit which will be held on Wednesday , 20/07/2022 at 10:00 A.M. , after the site visit a pre - bid meeting will be held at the Municipal Development and Lending Fund , Al - Bireh - Ramallah office at the address below .
