Invitation for Bids

1. The Palestinian Energy and Natural Resources Authority ( PENRA ) intends to apply part of the proceeds under Research and devel opment of renewable energy and energy efficiency Governorate financed by Ministry of Finance ( MOF ) toward payment under the Contract PEA - MOF / 09 / 2022 .

The Palestinian Energy and Natural Resources Authority ( PENRA ) now invites sealed bids from eligible bidders for Supply , Install , Test and Commission 200 KWP Grid - Tied PV System for Pools of Solomon ( pd - lawy ) .

Public bidding will be conducted through a request for competitive bids National in accordance with the provisions of the Public Procurement Law No.8 of 2014 and its Implementing Regulations and is open to all eligible bidders . The required qualifications for the successful Bidder are :

( i ) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement ( s ) :
1 .
To present duly ORIGINAL certified copies of the last three ( 3 ) years balance sheet profit and loss account ; these copies shall be certified by the bidder Tax Authorities . The Purchaser reserves the right to communicate with the bidder Tax Authorities with regard of the accuracy these certified documents .
2 .
To show an average annual turnover for the last 3 years of at least one ( 1 ) time the bid price .
3. To have no overdue debts of any kind towards the Revenue Authorities and local property taxes for local bidders . ( ii ) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement ( s ) :
1 .
To present a list of reference for sold goods with similar characteristics as for those requested . The list shall cover the last three ( 3 ) years for supply of goods , as well as supply in progress .
2. To show a profile description of the company .

If Bidder is not manufacture
If a Bidder is not a manufacturer , but is offering the Goods on behalf of the Manufacturer under Manufacturers Authorization Form ( Section IV , Bidding Forms ) ,
The Manufacturer shall demonstrate the above qualifications ( i ) and ( ii ) the Bidder shall demonstrate that it has successfully completed at least contracts of similar goods in the past 3 years .

The Bidder must be able to demonstrate experience and capability in installation and maintenance of the proposed PV system , by providing evidence of successfully completing projects of similar size and scope . The Bidder shall provide a list of customer references , with the following information :
Customer name and location

Contact person ( s ) : name , title and telephone number , and email
Bidder's project manager for the engagement

System size .
System installation date ( by the Bidder )
Years system being maintained by the Bidder
The Purchaser may make any investigations as it deems necessary to determine the ability of Bidders to perform the work , and Bidders shall furnish the Purchaser all such information and data for this purpose as the Purchaser may request .
4. Interested eligible bidders may obtain further information from Palestinian Energy and Natural Resources ( PENRA ) and inspect the bidding documents during office hours 8:00 AM - 3:00 PM from Sunday to Thursday at the address given below or through the Public Procurement Portal .

5. A complete set of bidding documents may be purchased by interested bidders from the address given below and upon payment of a non - refundable fee 50 USD .

Bids must be delivered to the address below on or before 10/08/2022 , 1:00 PM . Electronic bidding will not be permitted . Bids must be valid for a period of 90 days after the final date for Bid Submission .
7. All bids must be accompanied by Bid Security with an amount of 24,000.00 NIS and shall be valid for a period 30 days after the bid validity period . ( until 08/12/2022 )

8. Late bids will be rejected . Bids will be publicly opened in the presence of the bidders ' designated representatives and anyone who choose to attend at the address below on 10/08/2022 , 1:00 PM .
