Project : Monitoring and Evaluation Electronic System The General Secretariat of Council of Ministers ( GS ) is seeking for a qualified software company , who is able to provide the development of a web - based electronic system , that links national policies to sector strategies and annual budget , to implement the monitoring and evaluation framework .
The system includes all performance measurement tools ( such as KPIs , targets , baseline data , etc. ) . The performance system located at the GS and the flow of information with each governmental entity should follow a secured web - based process . This user friendly system should link policies to sector strategies and annual budgets , with performance measures and implementation activities . The electronic system should provide capability to track government performance through a multi - level dashboard to enable Prime Minister and the Cabinet to view the overall performance of the government as well as drill down details of the performance at the ministry level , project level , or activity . To run the system , all required capacity building and technical assistance should be provided according to international standards and procedures to all target users at the government . The Directorate of General Supplies for the benefit of The General Secretariat of the Council of Ministers invites qualified Companies to express their interest in providing aforementioned services in this project . Interested Companies must provide information proving qualifications , relevant experience , and ability to perform the required services in Palestine . The criteria for evaluating applicants and shortlisting candidates focus on proven regional and international experience in implementing such projects .
The General Secretariat draws the attention of interested Companies to ( Art . 195 ) of the Public Procurement Law No. 5 of 2014 , which sets out the policy of the State of Palestine on conflict of interest . Companies will be evaluated and shortlisted according to criteria stipulated in the terms of reference and the provisions of Public Procurement Law No. 8 of 2014 . Interested Consultants can view the call for expression of interest through the portal of the Public Procurement Council at this URL : ( www . shiraa.gov.ps ) or through the Directorate of General Supplies website ( www.gs.pmof.ps ) . As they can obtain additional information from the Directorate of General Supplies by sending an e - mail to ( gsd@pmo.ps ) , or through the address listed below , from 9:00 am to 2:00 pm from Sunday to Thursday .
The Expression of Interest must be delivered to the address listed below before Tuesday , July 26 , 2022 , at 12:00 pm .
