1. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector ( ASPIRE ) , and intends to apply part of the proceeds toward payments under the contract for Upgrade of MV Lines in SELCO to Supply Additional Electricity from IEC ( Phase I ) ( GZ - PENRA - 279279 - GO - RFB )
2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Upgrade of MV Lines in SELCO to Supply Additional Electricity from IEC ( Phase I )
3. Bidding will be conducted International competitive procurement using a Request for Bids ( RFB ) as speci fied in the World Bank's " Procurement Regulations for IPF Borrowers " published in July , 2016 revised in Nov.2017 , Aug.2018 and Nov.2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
4. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours 8:00 a.m._ 3:00 p.m. local time at the address given below .
5. The bidding document in English may be purchased by interested Bidders upon the submission of a writ ten application to the address below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the following bank account :

6. The Bidding Documents will be sent by email or by hand national carrier .
7. Bids must be delivered to the address below on or before 12:00 pm . ( local time ) , 7th Sep , 2022 . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 12:00 pm . ( local time ) , 7th Sep , 2022 .
