Assignment Title : Consultancy Services to the Palestinian Energy & Natural Resources Authority for the " Green Corridor " transmission Line and VERG Integration Study

The Palestine Liberation Organization has received financing from the World Bank toward the cost of the Advanc ing Sustainability in Performance , Infrastructure , And Reliability of Energy Sector In The West Bank And Gaza ( ASPIRE ) and intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include the " Green Corridor " transmission Line and VERG Integration Study .
The detailed Terms of Reference ( TOR ) for the assignment are attached to this request for expressions of interest . The Palestinian Energy & Natural Resources Authority now invites eligible consulting firms ( " Consultants " ) to in dicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
Minimum of 15 years of demonstrated experience in the power industry in power system expansion and mod ernization planning studies , transmission and distribution grid network studies , operations ; cost of service and pricing studies .
Experience in design and or operation of the grid with intermittent renewable energy , and should have under taken at least five ( 5 ) studies of renewable energy grid integration / absorption in the last 5 years .
Demonstrated experience in organization and management of practical hands - on training of client utility staff in power system planning , power network analysis and studies , and assistance to clients in the acquisition of modern / state - of - the - art network computerized software models used in the power industry .
The firm shall submit its organizational structure under which it will perform the work , team organization , pro file , and expertise team members ' qualifications & curriculum vita . In addition to include the required efforts for each team member .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 revised in November 2017 , August 2018 , and November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Consultant's Qualifications Based Selection ( CQS ) method set out in the Procurement Regulations .
