Organization Description :
Small Enterprise Center ( SEC ) Association is a Palestinian non - profit organization that was founded in 2002. In 2008 , SEC was officially registered as an independent non - profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC is a leading national organization serving Palestinian Micro , Small , and Medium Enterprises ( MSMEs ) and social enterprises ( including cooperatives ) over Palestine where Gaza Office has started provision of business develop ment services for SMEs since 2011 .

SEC in partnership with the GIZ - PALM ( Programme for Access to the Labour Market ) and GIZ - PSDP ( Private Sec tor Development Programme ) is implementing a 6 - month program entitled " Tourism Sector : Supporting jobseekers to enter the labour market and advising companies in People Management Instruments in the tourism sector in West Bank and East - Jerusalem .

The project thematic areas are :
• Promote job matching for unemployed persons ( jobseek ers )

• Enhance the private companies ( focus on tourism ) capacity in people management . SEC and GIZ already developed the training materials , the trainer / s will only be responsible for delivering the training .

• Promote wage subsidy scheme among private companies operating in the tourism sector

SEC is seeking trainer / s to support in delivering training for private companies ( employers ) in people management system to reduce the turnover rates , in the West Bank .
Position : consultant- Tariner for employers - People Manage ment System
Number of trainers : up to three trainers
Work location : West Bank including East Jerusalem Type of contract : Short - Term Employment ( from the 1st of September until the 31st of October 2022 )
The total number of working days is : up to 45 , on average 15 days for each trainer
Assignment duration : 1st of September 2022 until end of October , 2022 .
Job Description :
The trainers will support at least 200 private sector companies in introducing a people`s management system to reduce the turnover rates , this will be through six advisory and con sultancy instruments on " Peoples Management " for Private Companies in West Bank and East - Jerusalem
The consultant shall provide the following work / service :

1. Actively liaise and collaborate with SEC throughout the contract period .

2. All trainers will visit at least 200 private sector compa nies and support them in introducing a people's manage ment system to reduce the turnover rates , the tools are :

4. Ensure that all selected firms in the Palestinian tour ism sector are ready to introduce at least one " people management instrument " .
5. Familiar with training process .
6. Submit progress report to SEC in English language . Job Requirements of an Excellent Candidate :



• BA's Degree in Human Resources , Business Administra tion , Marketing , Sales , International Business , Tourism and hotel Management , or related fields .
Experience in tourism sector , or related sector .
Communication skills , both written and verbal in Arabic and English Languages .



Recruitment Process , On boarding process , Rewards System , Training Cycle , Mentoring and Supervisory Skills and Workplace Health Care Promotion ( WHCP ) during COVID - 19 " . Each company will obtain a train ing course in People Management System at least in one of the six instruments

• Customer service attitude - personable , enthusiastic , friendly , and helpful .



3. Identify at least 200 firms interested and ready to take the training .

Team player .
Highly motivated , driven , and adaptable .
• Able to utilize latest technology in data collection , analy sis , and reporting .
Time management skills .
Strong knowledge of training processes and procedures . Access to movement in the West Bank .
Documentation and information required :
The consultant should present a CV with relevant experi ence and background .
Description of the approach and methodology and time frame applied ( Technical Proposal ) .





Minimum of three years ' experience in human resources , in tourism sector or related sector .



• Detailed budget indicating training fee include the fol lowings : all transportation costs , phone calls , and any other costs might occur ( financial proposal ) . Moreover , the trainer is responsible for any applicable taxes could
occur .
