The Palestinian Liberation Organization has received a grant from the International Development Association ( IDA ) in the amount of USD 20 million for the benefit of the Palestinian Authority ( PA ) to finance the Digital West Bank & Gaza Project and intends to apply part of the proceeds for consulting services .
The purpose of the assignment consulting services ( " the Services " ) is to conduct a feasibility study on using the existing post offices as assisted access service points to enhance citizens ' access to digital administrative services at the local level and the internet . The feasibility study is expected to ( i ) assess the viability and implementation of using the post office net work as a front office for the provision of e - government services . ( ii ) the study must identify the full details based on a real assessment of the current situation on the ground and accord ing to what is needed to be achieved using the post office as a front office for the provision of e - services ; including the total estimated cost of post offices transformation and estimated financial details , network , hardware , software , equipment , personnel , logistics , furniture , capacity building of employees , citizens awareness , brand , and marketing campaign . ( iii ) feasibility in this context means meeting the objectives of a one - stop - shop model in a fi nancially sustainable manner . The assisted access points are planned to supplement existing front - office service points to provide extended reach .

The Ministry of Telecom and Information Technology ( MTIT ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consult ants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services .
The shortlisting criteria of the firm is : core business and years in business , relevant experience , technical and managerial capability of the firm . Key Experts will not be evaluated at the shortlisting stage .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of
interest .

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Consultant Qualification Selection ( CQS ) procurement method set out in the Procurement Regulations .
