Assignment Title : Consultancy Service to Developing A Business Plan for Transferring the CMWU to A Regional Water Utility . Reference No. ( as per Procurement Plan ) : GZ - PWA - 203629 - CS - QCBS
The Palestinian Water Authority has received financing from the World Bank toward the cost of the Wastewater Management Sustainability ( WMS ) Project , and intends to apply part of the proceeds for consulting services .
The Consultant will work in close collaboration and coordination with the PWA , the CMWU Board of Directors ( BOD ) , and CMWU management , to prepare a sustainable Business Plan that includes all the required inputs reasonable assumptions and calculations within a practical and usable model to achieve the required outputs . The consultant shall carry out the tasks to fulfill the assignment and the requested outputs .
Based on international practices , the consultant will collect the required data in full consultation with PWA and CMWU management and related stakeholders to establish a strategic Business Plan for water supply and sanitation services in the short , medium and long - term . The Plan should include programs , indicators , budgets , side by side with the existing and proposed resources , monitoring and evaluation , and implementation arrangements .
The main objective of the assignment is to carry out a technical assistance for developing a Business Plan for the CMWU that guides it transfer into a RWU . The purpose of the assignment is to ensure that both of the technical consecrations , the transfer process in time horizon , the proposed budgets , and the financial planning that enable a sustainable RWU and its operations is in place and in compliance with Decree No ( 14 ) for the year 2014 related to the Water Law , the tariff bylaw , and the RWU bylaw .
The Consultant's team shall comprise at least four ( 4 ) experts presented in the table below .
The Consultant shall provide adequate , qualified and experienced staff for efficient and timely execution of the study . and implementation period is five ( 5 ) months , expected start date of assignment 15th December 2022 .
The Palestinian Water Authority now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
The Consulting firm should have experience in implementing at least two ( 2 ) assignments during the last 5 years that have been successfully and substantially completed , have been in business for at least the past 15 years in development field . Consultancy Services of a similar nature and size and complexity .
The Qualifications and Experience of Key Experts shall not be included in
short - listing criteria .
Key Experts will not be evaluated at the short - listing stage .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 revised 2017 .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Least Cost Selection method set out in the Procurement Regulations . Further information can be obtained at the address below during office hours 8:00 AM to 15:00 PM .
