1. The Palestinian Liberation Organization has received financing from the World Bank toward the cost of the Real Estate Registration Project ( RERP ) , and intends to apply part of the proceeds toward payments under the contract for Hardware for Enhancement of Existing System Including Security Devices which comprised of following lots :
Lot 1 : VOIP Telecommunication devices

2. The Palestinian Land Authority now invites sealed Bids from eligible Bidders for carrying out the delivering , installation , configuration and operation of hardware for enhancement of existing system including security devices , with quantities as per illustrated in bid related section VII , in PLA Headquarter and in PLA 16 offices in West Bank , and within the period as mentioned in bid data sheet .
3. Bidders may Bid for one or several lots ( contracts ) , as further defined in the request for bids document . Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so ; provided those discounts are included in the Letter of Bid .
Lot 3 : 2,000 US Dollar .
Lot 4 : 200 US Dollar .

Bidding will be conducted through national competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " dated July 2016 , revised November 2017 , and again in August 2018 , ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations . 5. Interested eligible Bidders may obtain further information from Palestinian Land Authority ( PLA ) , Nihad Awad - RERP / Project Manager , Mobile : 00970-597-917895 , Email : nihadar@gmail.com , or Najwan Odeh - RERP / Procurement Spe cialist , Mobile : 00972-599-442484 , Email : najwan.rerp@gmail.com and inspect the bidding document during office hours 8:00 am to 03:00 pm in local time ( from Sunday to Thursday ) at the address given In paragraph ( 9 ) .
6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 US Dollar . The method of payment will be in di rect deposit to Palestinian Land Authority ( PLA ) -Account number : 0458/0219000/001/3001/028 At Bank of Palestine / Ramallah branch -- IBAN- PS50 PALS 0458 02190000 0130 0102 8. The document will be available at Palestinian Land Authority ( PLA ) at the address give in paragraph ( 8 ) .
7. Bids must be delivered to the address below on or before 02 November 2022 , 12:00 noon ( local time ) . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 02 November 2022 , 12:00 noon ( local time ) . 8. Bid Security is required for each lot as per amounts indicated below against each lot . Bidders have the option of submitting one Bid Security for all lots ( for the combined total amount of all lots ) for which Bids have been submitted , however if the amount of Bid Security is less than the total required amount , the Purchaser will determine for which lot or lots the Bid Security amount shall be applied .
