Consultant Terms of Reference and Scope of Services Public Financial Management Improvement Project -Phase II ( P177742 ) Capacity Building Specialist

Background :
The Palestinian Liberation Organization has received a grant from the International Development Association ( IDA ) in the amount of USD 8 million for the benefit of the Palestinian Authority to finance the Public Financial Management ( PFM ) Improvement Project - Phase 2 ( the Project ) . This project will be implemented over 5 years by the Ministry of Finance and Planning ( MOFP ) , and the High Council for Public Procurement Policies ( HCPPP ) .

The Project's development objective ( PDO ) is to improve public financial management , procurement management , and data use in the Palestinian Authority . To achieve this PDO , the project will mainly cover six components ; the first component aims at improving the Budget Expenditure Management and Control ; the second component will work on improving the Financial Accountability of the PFM System ; the third component aims at enhancing Revenue Mobilization ; the fourth component aims at improving Public Procurement Management ; the fifth component aims at Closing Critical Data Gaps and Modernizing Statistics Production ; while the sixth component will support the project implementation and management .

The fourth component of the Project will support key activities implemented by the HCPPP and supported by the current PFMI Project ( Phase 1 ) and by supporting new interventions in priority areas . This component will be implemented by the HCPPP , and it includes three subcomponents :

1. Professionalization of the Procurement Workforce through supporting the implementation of the Procurement Capacity Building and Professionalization Strategy , prepared with support of the World Bank through phase I of PFMI .
2. Enhancing Procurement Practices in Specific Sectors through supporting the development of a procurement strategy for pharmaceuticals , vaccines and medical supplies and the implementation of priority actions to achieve value for money and enhancing expenditure efficiency . Additionally , the project will support the development of standard bidding document ( SBDs ) , particularly for information systems procurement .

3. Strengthening the HCPPP Policy Making , Monitoring and Oversight Role , and this will include initiatives that aim to institutional strengthening of HCPPP to meet its policymaking and oversight roles in monitoring the overall performance of the procurement system for efficiency , competition , and transparency .

The PPL applies to procurement activity at both the central and municipal levels of government . It lays down an acceptable institutional and organizational set - up for public procurement ; provides comprehensive provisions on procedural matters ; sets out provisions on transparency and accountability ; establishes a complaint / dispute review mechanism ; and provides for routine dissemination of information on public procurement . The enactment of the PPL has brought substantial improvement to the legal framework for public procurement on aspects of efficiency , transparency , accountability and integrity . The PPL became effective on July 1 , 2016 .

HCPPP was established in September 2012 , with representation from public and private sectors . Its creation is one of the most important building blocks in the construction of a modern , best - practice public procurement system that is an enabler of development . HCPPP is the entity mandated by the PPL for oversight of all public procurement activity , as well as for the development of the procurement system , including policy setting , institution building , procurement documentation , guidelines and manuals , training and public awareness campaigns .

Through Bank support , the vision and mission statement , and the essential organizational structure , functions , and staffing of HCPPP were prepared . The organizational structure of HCPPP , which was approved by the Council of Ministers on November 25 , 2014 , consists of HCPPP board , supported by a Secretariat . The executive management of the Secretariat is conducted by the Executive Chairman of HCPPP , who is appointed by the Council of Ministers . However , the HCPPP has recently updated its organizational structure in order to implement a more effective and relevant organizational structure for the functions and tasks performed by the Council , and to enable the provision of necessary human resources . The revised organizational structure has been recently endorsed by the Council of Ministers .
Assignment Objective :
The main objective of this assignment is to hire a Capacity Building Specialist to support HCPPP in establishing and operationalizing the HCPPP Capacity Building Department and to coordinate HCPPP efforts towards the implementation of the Capacity Building and Professionalization Strategy , in collaboration with relevant stakeholders . Additionally , the Capacity Building Specialist will be responsible for managing the day - to - day implementation of Component 4 of the project .
Scope of Work :

-

The Capacity Building Specialist will be responsible for undertaking the following tasks in close coordination with concerned HCPPP staff , under the general supervision of the Executive Chairman of HCPPP :

Coordinating the work of relevant consultants , hired by the HCPPP and / or by the World Bank , to assist with : ( i ) the implementation of the capacity building / training strategy for the procurement workforce , as well as other participants and stakeholders , and other steps to promote professionalization of the procurement function ; and ( ii ) defining institutional and organizational arrangements for procurement capacity building and professionalization .

Overseeing the implementation of the capacity building strategy in coordination with relevant national and international training institutes and other stakeholders .

Overseeing the implementation of a proper communication plan and development of communication tools and messages to accompany and facilitate the implementation of the professionalization strategy and associated change management .
Support HCPPP in strengthening the HCPPP Capacity Building Department to oversee , monitor and report on the delivery capacity building programs and accreditation of procurement staff .
Developing practitioners ' manuals and other capacity building tools , based on inputs from technical experts and HCPPP staff .
Organizing conferences and other meetings and events , and devising sensitization and awareness campaigns and coordinating briefings for senior officials , related to procurement issues .

Other tasks :
Ensuring adherence to the provisions of the Grant Agreement ;
Supervising and directing project staff and consultants in the performance of their respective duties ;
- Monitoring and evaluating activities under Component 4 of the project and ensuring their coordination and integration with the relevant stakeholders and the World Bank ;

Preparing an annual work plan and budget for Component 4 of the Project based on inputs from relevant stakeholders before the start of the fiscal year and submitting it to the World Bank for review and approval ;
Preparing semi - annual project progress reports ( technical , financial and procurement ) and submitting them to the World Bank through the PMU in MOF .

Ensuring maintenance of Project accounts and timely preparation of interim evaluations and financial statements ;
Preparing an Annual Report after the end of the fiscal year , summarizing the major outputs of the Component 4 of the Project ;
Manage the selection of consultants and specialists , the preparation and approval of their terms of reference and administration of their agreements / contracts , and making necessary arrangements for briefing consultants and specialists and obtaining the bank's no objections whenever needed as per the signed agreement ;

Reviewing and approving or arranging for the review and approval by the appropriate authorities , of all reports , plans , specifications and other material related to the Project ;

Making necessary arrangements for the calling of bids , evaluations and awarding of contracts relating to Component 4 of the Project and obtaining the bank's no objections whenever needed as per the signed agreement ;
Organizing and administering , in consultation with appropriate authorities of any technical assistance , training or fellowship programs . included in the Project ;
Transferring knowledge to HCPPP staff .

Minimum Required Qualifications :
( a ) A postgraduate university degree in human resources development and administrative sciences , or other relevant field , from recognized educational institutions .
( b ) A minimum practical experience of 15 years in the field of management of human resources , and capacity enhancement programs , including in designing training strategies , development of training programs , training needs assessments , delivery of mentoring and training , developing job descriptions and competency frameworks , etc.

( c ) Experience working with policy makers , executive and senior managers to achieve established goals and lasting results . Knowledge of civil service law and regulations is a plus
( d ) Superior verbal and written skills in Arabic and English .
( e ) Be known for good conduct and well manners and have not been convicted of committing a felony or misdemeanor against ethics and public morality . Time Frame and Contract :
The duration for the assignment is 12 months on a full - time basis , with possible extension to 5 years , subject to satisfactory performance and need . The expected start date for the position is November 15 , 2022 .
An individual Consultant shall be selected for the above - mentioned post in accordance with the World Bank's procedures as specified in the World Bank's Procurement Regulations for Borrowers under Investment Project Financing dated July 1 , 2016 revised November 2017 and August 2018 .
