The Ministry of Education ( MOE ) has received a grant from the World Bank to implement the " Supporting an Education Reform Agenda for Improved Teaching , Assessment and Career Pathways ( SERATAC ) " program .
The Ministry of Education ( MOE ) is seeking to select a Local Arabic Language Instruction Expert under component one of SERATAC . An invitation . hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy service .

Objective of the Consultancy
The Local Arabic Language Instruction Expert will work in close collaboration with the Lead Researcher / Author of the Literacy Strategy and contribute to the successful development of an Arabic literacy strategy for West Bank and Gaza through preparing draft sections and providing reviews .

SUPPORTING AN EDUCATION REFORM AGENDA FOR IMPROVED TEACHING , ASSESSMENT AND CAREER PATHWAYS ( SERATAC )
Scope of Work
Under the supervision of the Technical Coordinator for Component 1 and the Assistant Deputy for Students Affairs ( who serves as Focal Point for SERATAC - Component 1 ) , the consultant will conduct the following activities :
1. Review the draft outline of the strategy and the background / rationale section ( or short situational analysis ) and provide inputs .
2. Draft sections of the strategy ( in Arabic and English ) in collaboration with the Lead Researcher / Author of the literacy strategy and other local and international experts .
3. Review sections of the strategy drafted by others in the authoring team .

Attend meetings and contribute to discussions related to the development of the strategy , helping to build the capacity of the MOE Task Management Team and others in key aspects of raising literacy outcomes .

Minimum Required Qualifications
Support the finalizing of the strategy .
Support presentations on the literacy strategy developments in meetings as needed .
Draft sections of the Arabic literacy strategy .
Reviews of other authors ' sections .
Presentations on key aspects of raising literacy outcomes for meetings with the MOE Task Management Team and others .
Masters or PhD in education or related fields .
At least 8 years of experience in education research and / or practice with a speciality in an aspect related to improving Arabic language learning in early grades ( such as instructional practices , assessment , the science of reading , etc. )
Report writing skills in Arabic ( English would also be desirable )
Excellent oral and written communication and presentation skills
Good computer skills , particularly with word processing , PPT , email , cloud filing , and spreadsheets
Strong organization , leadership , and management skills
Able to work independently and in a team .
Estimated Time Table
The duration of the contract is expected to be six months ( December 2022 - May 2023 ) . The consultant shall be available for meetings , as needed , during the regular working days / hours of the Ministry of Education ( i.e work 5 days a week , 7 hours a day ( from 08:00 to 03:00 ) .
Place of Work
The consultant will be based in West Bank or Gaza and will be expected to travel occasionally to Ramallah to work with the Task Management Team and Lead Researcher / Author of the Arabic literacy strategy .
