Introduction
The Ministry of Education ( MOE ) has received a grant from the World Bank to implement the " Supporting an Education Reform Agenda for Improved Teaching , Assessment and Career Pathways ( SERATAC ) " program .
The Ministry of Education ( MOE ) is seeking to select a Lead Researcher / Author for Arabic Literacy Strategy under component one of SERATAC .
An invitation is hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy service .
Position : Lead Researcher / Author for Arabic Literacy Strategy
Objective of the Consultancy
1 .
Under the direction of MOE , and in close coordination with the World Bank , the Lead Researcher / Author for Arabic Literacy Strategy will coordinate with experts , contribute to drafting , and keep track of iterations , to ensure the successful development of an Arabic literacy strategy for West Bank and Gaza .
Scope of Work
Under the supervision of the Technical Coordinator for Component 1 and the Assistant Deputy for Students Affairs ( who serves as Focal Point for SERATAC - Component 1 ) , the consultant will conduct the following activities :
Draft the background / rationale ( or short situational analysis ) for the Arabic literacy strategy through desk research and with inputs from local and international expert consultants , along with undertaking a " stocktake " of all initiatives and activities related to the content of the strategy .

Prepare for regular Task Management Team meetings .
Draft sections of the strategy ( in Arabic and English ) , based on an agreed outline , and coordinate the work of the local and international expert consultants , including requesting their review of drafts , their inputs to selected sections , and their contribution to Task Management Team meetings and other associated events in the development of the strategy such as consultation meetings .
Manage the developing document in Arabic and English , including keeping track of versions , aligning the Arabic and English versions throughout .
Keep track of feedback from the Task Management Team and from consultations with stakeholders and experts . Request and organize files related to the strategy development , including those related to all initiatives and activities related to the content of the strategy .

Work with designers , translators , and editors as needed to ensure a well presented and user friendly document . Present on the literacy strategy developments in meetings as needed .

Throughout this work , support will be provided by the Technical Coordinator for Component 1 and the Assistant Technical Coordinator for Component 1 .
Deliverables
a . Regularly update the Technical Coordinator for Component 1 , the Assistant Deputy for Students Affairs and the Task Management Team on the progress of develping the Arabic literacy strategy .
b . Provide summaries of Task Management Team meetings and consultations related to the strategy development .
c . Provide a full draft of the Arabic literacy strategy in both languages ( Arabic and English ) with a database of all related documentation . Minimum Required Qualifications
Masters , Postgraduate Diploma , and / or Bachelor Degree in education or related fields
At least 5 years experience in education research , education strategy development , and / or project management . Research or practical experience , and international knowledge , in early grade literacy instruction ( particularly Arabic ) would be highly desirable
Strong computer skills , particularly with word processing , PPT ( including SmartArt ) , email , shared documents and folders ( such as Google Drive ) , and spreadsheets
Good oral and written communication , presentation skills , planning , and analysis skills
Strong organization , leadership , and management skills
Report writing skills in Arabic and English
Able to work independently and in a team .
Time Frame
The duration of the contract is expected to be seven months ( November 2022 - May 2023 ) . The consultant shall be available for meetings , as needed , during the regular working days / hours of the Ministry of Education ( i.e work 5 days a week , 7 hours a day ( from 08:00 to 03:00 ) . Place of Work
The consultant will be based in Ramallah or closeby with regular travel to all involved education districts offices , universities , schools , and other stakeholders under SERATAC as needed .
