Invitation for Bids
Name of Procuring Entity : Palestinian Energy and Natural Resources Authority ( PENRA ) for the benefit of Palestinian Electricity Transmission Ltd ( PETL )
Bidding Process Number : PEA - PETL / 2022 / 05
1. The Palestinian Energy and Natural Resources Authority ( PENRA ) for the benefit of Palestinian Electricity Transmission Ltd ( PETL ) intends to apply part of the proceeds under project Supply and Installation of metering current Transformer for the outgo ing feeders in Ramallah Substation financed by Palestinian Electricity and Transmission Ltd ( PETL ) toward payment under the Contract PEA - PETL / 2022 / 05 .

2. The Palestinian Energy and Natural Resources Authority ( PENRA ) for the benefit of Palestinian Electricity Transmission Ltd ( PETL ) now invites sealed bids from eligible bidders for Supply and Installation of metering current Transformer for the outgo ing feeders in Ramallah Substation .

3. Public bidding will be conducted through a request for competitive bids National in accordance with the provisions of the Public Procurement Law No.8 of 2014 and its Implementing Regulations and is open to all eligible bidders . The required qualifications for the successful Bidder are :
i . Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement ( s ) :
• To present duly ORIGINAL certified copies of the last three ( 3 ) years balance sheet profit and loss account ; these copies shall be certified by the bidder Tax Authorities .

• The Purchaser reserves the right to communicate with the bidder Tax Authorities with regard of the accuracy of these certified documents . Has an average annual turnover for the last three ( 3 ) years of at least one time of the bid price .

• To have no overdue debts of any kind towards the Revenue Authorities and local property taxes
ii . Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement :
• Supply and Implementation of two projects in the last five years in the same required field of business
Profile description of the company
iii . Documentary Evidence
The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement : • Catalogs of supplied items and devices
• That the Goods it offers meet the required technical specifications .

Interested eligible bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) and inspect the bidding documents during office hours from 8:00 am to 3:00 pm from Sunday to Thursday at the address given below or through the Public Procurement Portal ( https://www.shiraa.gov.ps/ar-JO/ProcurementList )
A complete set of bidding documents may be purchased by interested bidders from the address given below and upon payment of a non - refundable fee 50 USD .

4. Bids must be delivered to the address below on or before 24-11-2022 at 12:30 PM . Electronic bidding " will not be permitted . Bids must be valid for a period of 90 days after the final date for Bid Submission . ( Until 22-02-2023 )
5. All bids must be accompanied by Bid Security with an amount of 5,500.00 UDS and shall be valid for a period 30 day after the bid validity period . ( 24-03-2023 )
6. Late bids will be rejected . Bids will be publicly opened in the presence of the bidders ' designated representatives and anyone who choose to attend at the address below on 24-11-2022 at 12:30 PM .

8. Site Visit

The Procuring Entity shall organize a Site visit .
Date of visit : 06-11-2022 Time of visit : 11:00 AM Advertisement fees are on the awarded bidder expense .

• The Bidder is advised to visit and examine the Site of Works and its surroundings and obtain for itself on its own responsibility all information that may be necessary for preparing the bid and entering into a contract for construction of the Works .
• The Bidder and any of its personnel or agents will be granted permission by the Procuring Entity to enter the Project site for the purpose of such visit , but only upon the express condition that the visit will be the Bidder's own responsibility and that the Bidder will release and indemnify the Procuring Entity from and against all liability in respect thereof , and will be responsible for whatever kind of loss , damage , costs , and expenses incurred as a result of the inspection .
• The Bidder is responsible for the required permission to reach to the site { Ramallah Substation - occupied Palestinian territories ( inside wall ) }
