The Palestinian Water Authority ( PWA ) announce its interest to obtain Consultancy Service for the preparation of a feasibility study and detailed design for Jesr al Malaqy in A ; Fara'a / Nablus Governorate , in accordance with Palestine Government policies and directions concerning rainfall runoff collection through dams in different areas to be used mainly for irrigation of agriculture lands and injection excess water into aquifers .
The consulting services ( " the Services " ) include :
Conducting a comprehensive feasibility study for the construction of a rainwater storage dam at Jesr El Malaqy , which includes reviewing previous studies and preparing more topographic , geological , hydrological and environmental studies to determine the exact location , size and type of the dam to maximize the benefits of its construction and preparing a comprehensive feasibility report for results , recommendations and cost analysis .

REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES – FIRMS SELECTION )
Preparing detailed engineering designs for the dam , including design drawings , technical specifications , bills of quantities , survey reports and environmental management requirements , in addition to bidding documents for building the dam in accordance with international best practices .

Construction at Jesr al Malaqy Area in Al Fara'a- Nablus
The implementation period for the required consultancy service is six ( 6 ) months .
The Palestinian Water Authority ( PWA ) invites eligible international or consulting firms ( " Consultants " ) to indicate their interest in providing the Services described above . Interested consultants must provide information demonstrating that they are qualified and experienced to undertake the provision of the required consulting services ( brochures , description of similar assignments , experience in similar conditions , availability of appropriate skills among staff , etc. ) .

Expressions of interest submitted by interested consultant must not exceed 100 pages , The short - listing criteria are : General Experience of the firm : An international water and wastewater consultancy firm with proven experience in developing feasibility studies in water harvesting projects , and designing medium to large sized storage dams , with at least 20 years ' Experience in the field .

Specific Experience of the firm : The firm should have a proven track record of previous experience in implementing similar assignments / studies and should have successfully completed at least two ( 2 ) similar assignments in the last 5 years at least 5 similar assignments in the past 15 years , preferably in design or rock fill / concrete medium - large scale storage dams .
Technical , managerial and financial capabilities of the firm ; and availability of appropriate skills among staff . Consultants may associate with other international / regional firms in the form of a joint venture or a sub consultancy to enhance their qualifications . If the consultant is a Joint Venture ( JV ) , the Expression of Interest shall include a copy of the JV Agreement entered into by all members
According to the PA regulations ; ONLY the winner consultant should create local registration under the name of the winner consortium . A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) Method Among the submitted applications , PWA will shortlist a maximum of 6 consultants , to whom the Request for Proposals to carry out the services for the mentioned above assignments shall be sent .

دراسة جدوى وتصمیم سد مياه جسر الملاقي / اراضي الفارعة
تعلن سلطة المياه الفلسطينية عن رغبتها في الحصول على خدمة استشارية لإعداد دراسة الجدوى والتصميم التفصيلي لسد مياه جسر الملافي في منطقة وادي الفارعة / محافظة نابلس وفق سياسة الحكومة الفلسطينية وتوجيهاتها الخاصة بجمع مياه الأمطار من خلال سدود تخزين في مناطق مختلفة لاستخدامها بشكل اساسي في ري الأراضي الزراعية وحقن الفائض من المياه إلى طبقات المياه الجوفية .
الخدمات الاستشارية ( " الخدمات " ) المطلوبة ما يلي :
إجراء دراسة جدوى شاملة لبناء سد تخزين مياه الامطار في جسر الملاقي والتي تتضمن مراجعة الدراسات السابقة واعداد مزيد من الدراسات الطبوغرافية والجيولوجية والهيدرولوجية والبيئية لتحديد الموقع الدقيق للسد وحجمه ونوعه لتعظيم منافع بناءه واعداد تقرير جدوى شاملة للنتائج والتوصيات وتحليل التكاليف .
إعداد التصاميم الهندسية التفصيلية للسد بما يشمل رسومات التصميم والمواصفات الفنية وجداول الكميات وتقارير المسح ومتطلبات الادارة البيئية ، اضافة الى وثائق عطاء بناء سد وفقا للممارسات الدولية الفضلى .

الخبرة العامة للشركة : شركة استشارية دولية متخصصة في المياه والصرف الصحي ولديها خبرة مثبتة في تصميم سدود التخزين ذات الاحجام المتوسطة والكبيرة ، ودراسات الجدوى في مشاريع حصاد المياه مع خبرة لا تقل عن 20 عاما في هذا المجال . الخبرة الخاصة بالشركة : ان يكون قد قام بتنفيذ ما لا يقل عن 2 دراسات مشابهة خلال آخر 5 سنوات وما لا يقل عن 5 دراسات مشابهة في ال 15 سنة الماضية ، ويفضل في تصميم السدود الترابية / الصخرية / سدود التخزين الخرسانية متوسطة وكبيرة الحجم .

مدة التنفيذ للاعمال الاستشارية المطلوبة ستة ( 6 ) أشهر .
تدعو سلطة المياه الفلسطينية الشركات الدولية أو الاستشارية المؤهلة ( " استشاريون " ) للتعبير عن اهتمامهم بهذا المشروع وعليهم تقديم معلومات تثبت أنهم مؤهلون وذوي خبرة للقيام بتقديم الخدمات الاستشارية المطلوبة ( كتيبات ، وصف لمهام مماثلة ، وخبرة في ظروف مماثلة ، وتوافر المهارات المناسبة بين طواقم الموظفين ، وما إلى ذلك ) .
يجب ألا يتجاوز إبداء الاهتمام المقدم من قبل الاستشاري المهتم 100 صفحة ، علما ان معايير تقييم القائمة المختصرة هي :

القدرات الفنية والادارية والمالية للشركة وتوافر المهارات المناسبة بين الموظفين . يسمح باشتراك الشركات الاستشارية العالمية بعقد شراكة مع شركات دولية / إقليمية أخرى متخصصة في نفس المجال لتعزيز مؤهلاتهم ، إذا كان الاستشاري هو عقد مشترك ( JV ) ، يجب أن يتضمن إبداء الاهتمام نسخة من اتفاقية JV التي أبرمها جميع الأعضاء وفقا للوائح السلطة الفلسطينية ويجب على الاستشاري الفائز إنشاء تسجيل محلي بإسم الائتلاف الفائز .

سيتم اختيار استشاري وفقا لطريقة الاختيار على أساس الجودة والتكلفة ( QCBS ) من بين الطلبات المقدمة ، ستضع سلطة المياه الفلسطينية قائمة مختصرة لستة استشاريين كحد أقصى ، سيتم إرسال طلبات العروض إليهم لتنفيذ خدمة استشارية لدراسة جدوى وتصميم سد مياه جسر الملاقي المذكور أعلاه .
