Providing Consulting Services for The Supervision of works for the construction of Palestine Diplomatic
Institute ( PDI ) West Bank / Ramallah MPWH / GOI / 2022 / 078 - CTD
1. The Palestinian Government has received financing from the Indian Government toward the cost of the supervision for construction of works for the Diplomatic Institute in Palestine / West Bank / Ramallah Project and intends to apply part of the proceeds toward payments under the Contract for the supervision for construction of the PDI .

3. In order to meet the technical requirements of the project , JV is allowed for international consulting offices with local consulting offices , pro vided that a JV agreement signed by all parties or a letter of intent is submitted , ( no advisory office may participate with more than one offer , as those who have not complied to do so will be excluded ) .

5. The RFP document may be purchased by interested consultants From Central Tendering Department ( CTD ) office ( as stated in the address 2 below ) starting from Wednesday , December 07 , 2022 upon the payment of a non - refundable fee of [ USD 200 ] ( Two hundred US Dollars ) ] . The method of payment will be direct bank transfer to the Ministry of Finance Revenue account in the Bank of Palestine ( for international contractors ) IBAN No. PS65PALS045802190000013001049 . And ( for local contractors ) at account No.3001 / 219000 / 8

6. A site visit and Pre - bid meeting shall take place at 10:00 am , Palestine local time on Thursday , December 15 , 2022 at the address 1 mentioned below .

7. The deadline for any inquires is on Monday , December 19 , 2022 and for responses on Thursday December 22,2022 .

8. A consultant will be selected under the Cost Based Selection [ CBS ] method in accordance with the provisions of the General Purchase Law No. 8 of 2014 and its Implementing Regulations , its amendments , and the procedures mentioned in the request for proposals .
9. Each tender must be accompanied by the declaration of the offer guar antee according to the form contained in the document .
10. Delivery and opening of offers : The offers will be delivered in a closed and sealed envelopes ( Technical and Financial ) with the name and number of the tender written at the address 2 below , on or before 12:00 pm on Monday , December 26 , 2022 , Electronic Bidding will not be per mitted . Late offers will be rejected . and the offers will be opened in a public session at Central Tendering Department ( CTD ) as stated in address 2 below .
