1. The Palestinian Liberation Organization for the benefit of Palestinian Authority received financing from the World Bank toward the cost of ASPIRE ( Advancing Sustainability in Performance , Infra structure , and Reliability of the Energy Sector in the West Bank and Gaza ( P170928 ) and intends to apply part of the proceeds toward payments under the contract Expansion and Upgrade of TDECO MV Networks to Absorb More PV Generation in TUBAS District Electricity CO ( TDECO ) . 2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for supplying & Installation of the materials of Expansion and Upgrade of TDECO MV Networks to Absorb More PV Generation in TUBAS District Electricity CO ( TDECO ) .
3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " November 2020 , and is open to all eligible Bidders as defined in the Procurement Regulations " .
4. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources ( PENRA ) procurement officer Email : procuremet@menr.org and inspect the bidding document during office hours ( 8:00 AM to 3:00 PM ) at the address given below .
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD The method of payment will be deposit in the following Bank account :

6. Bids must be delivered to the address below on or before 25/01/2023 at 12:00 PM . Electronic Bid ding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 25/01/2023 , 12:00 PM .
7. All Bids must be accompanied by a Bid Security of 48,000 USD .
The bid security shall be valid for 148 days from the bid submission date until 22/06/2023
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document . "
