1. The Palestinian Government has received financing from the Indian Govern ment toward the cost of the construction Works and supervision services of the Diplomatic Institute in Palestine / West Bank / Ramallah Project and intends to apply part of the proceeds toward payments under the Contract for the Construc tion of the PDI .
2. The Ministry of Public Works and Housing ( MPWH ) on behalf of the Ministry of Foreign Affairs ( MOFA ) now invites sealed Bids from eligible Bidders certified first Grade class ( A ) in ( construction ) , for the construction works of the PDI , The dura tion of the project is 510 calendar days starting from the issuance of commence ment order and including all direct and related works to complete the project . 3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) in line with " Public Procurement Law No. 8 of 2014 and its Implementing Regulations " and is open to all eligible Bidders as defined in the Procurement Regulations .
4. Interested eligible Bidders may obtain further information from ( as stated in ad dress 1 below ) and inspect the Bidding document during office hours ( 9:00 am to 2:00 pm Palestine local time ) at the address 1 given below .
5. A complete set of bidding documents may be purchased by interested eligible Bidders from Central Tendering Department ( CTD ) office ( as stated in address 2 below ) starting from Wednesday , December07 , 2022and upon payment of a non - refundable fee of [ USD 1000 ( One Thousand US Dollars ) ] . The method of payment will be direct bank transfer to the Ministry of Finance Revenue account in the Bank of Palestine ( for international contractors ) IBAN No. PS65PALS045802190000013001049 . And ( for local contractors ) at account
No.3001 / 219000 / 8 .
6. Delivery and opening of Bids : Bids must be delivered to the address 2 below on or before 12:00 pm Palestine local time , Monday , December 26 , 2022. Elec tronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at Central Tendering Department ( CTD ) as stated in address 2 below .
7. All Bids must be accompanied by a Bid Security of 150,000 USD ( One Hundred and fifty Thousand US Dollars ) , as a Bank Guarantee Valid not less than 150 days starting from the submission closing date of the bids ( up to May 24 , 2023 ) , the bid security should be for the benefit of Ministry of Public Works and Hous ing ( MPWH ) issued in the name of the Bidder ( Company ) . And the bids must be valid for not less than 120days starting from the submission closing date of the bids ( up to April , 24,2023 ) .
In case of Joint Venture submission , the Bid Security should be issued in the name of all the Joint Venture members or on the name of leader , or on the name of one member supported by a letter of authorization from other member .
8. A site visit and Pre - bid meeting shall take place at 10:00 am , Palestine local time on Thursday , December 15 , 2022 at the address 1 mentioned below .
9. The deadline for any inquires is on Monday , December 19 , 2022 and for respons es on Thursday December 22,2022 .
