The consulting services ( " the Services " ) include :
Prepare the detailed engineering design , tender documents for the following projects :
As Samua ' Connection Water System
Ras Al Taweel Regional Water Reservoir Project
Improvement of Za'tara Bulk Water Supply System
Beit Jala New Connection Water System
Reef Dura Main Pipeline Water Project
The estimate level of effort for the key staff is 37 person - months . The assignment is expected to commence in May 2023 , and the implementation period is around twelve ( 12 ) months .

The Central Tendering Department ( CTD ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
1. General experience : An engineering consulting firm specialized in water and wastewater having been in business for at least the past 7 years ( 20 points ) ;
2. Specific experience : Evidence of Firm capability and relevant experience in the execution of consultancy assignment of a similar nature . The evidence shall include successful experience in the execution of at least two ( 2 ) consultancy services of a similar nature to design water supply projects during the last seven ( 7 ) years ( 70 points ) ;
3. Availability of appropriate skills among staff and / or the ability to mobilize a diversified team of experts with appropriate knowledge and skills ( 10 points ) .
Key Experts will not be evaluated at the shortlisting stage . The shortlist will include between five ( 5 ) and eight ( 8 ) qualified consultants . Minimum passing score for shortlisting is 75 points .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 Revised November 2017 and August 2018 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
