Assignment Title : Consultancy services for strengthening the Palestinian STEM Education Framework / Strategy

The Ministry of Education ( MoE ) has received from the World Bank toward the cost of the Supporting an Education Reform Agenda for improving Teaching , Assessment and Career Pathways ( SERATAC ) , and intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include supporting the Ministry of Education ( MOE ) to strengthen and operationalize the STEM Education Framework / Strategy . The estimated level of effort is ( 120 staff - day ) , implementation period will be 12 months , expected start date of assignment is May 2023 .

The Projects Coordination Unit ( PCU ) within the Ministry of Education ( MOE ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
1. The firm shall be an internationally recognized university with over 10 years ' experience in STEM education systems development , the universities ' team shall include internationally renowned STEM professors .
2. The firm shall have at least 8 years of experience in conducting assignments that include activities relevant to STEM development , strategic planning in the education sector , action plans , situational analysis , M & E plans .
3. Experience working in Low- and Middle - Income Countries is preferred .
Note : Resumes of professors will be evaluated in the RFP process .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 , revised in November 2017 , and in July 2018 , and in November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . Information on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Quality , Cost Based Selection ( QCBS ) method set out in Procurement Regulations .
