1. The Palestinian Liberation Organization for the benefit of Palestinian Authority has received financing from the World Bank toward the cost of ASPIRE ( Advancing Sustainability in Performance , Infrastructure , and Reliabil ity of the Energy Sector in the West Bank and Gaza ( P170928 ) and intends to apply part of the proceeds toward payments under the contract for Supply of Smart Meters , and Head End System ( HES ) for EDISCO's in West Bank and Gaza ( Phase II )

2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Supply of Smart Meters , and Head End System ( HES ) for EDISCO's in West Bank and Gaza ( Phase II ) ( GZ PENRA - 174554 - GO - RFB )
3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " November 2020 , and is open to all eligible Bidders as defined in the Procurement Regulations .
4. Interested eligible Bidders may obtain further information from Palestinian Energy And Natural Resources ( PENRA ) procurement officer Email : procuremet@menr.org and inspect the bidding document during office hours ( 8:00 AM to 3:00 PM ) at the address given below .

6. Bids must be delivered to the address below on or before 01/03/2023 , 12:00 PM . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 01/03/2023 , 12:00 PM .
7. All Bids must be accompanied by a Bid Security with an amount of : 170,000.00 USD
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the suc cessful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
