1.The Palestine Liberation Organization has received financing from the World Bank toward the cost of the Digital West Bank & Gaza Project and intends to apply part of the proceeds toward payments under the contract Supply , Installation and Training of an Emergency Response Center Solution for Ministry of Telecommunications and Information Technology .
2. The Ministry of Telecommunications and Information Technology now invites sealed Bids from eligible Bidders to Supply , Installation and Training of an Emergency Response Center Solution as further described in the Bidder documentation , to be installed in two sites early 2023 at Ramallah , West Bank
3. Bidding will be conducted through international competitive procurement using Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " , November 2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
4. Interested eligible Bidders may obtain further information from Ministry of Telecommunications and Information Technology :
Procurement Specialist Mr. Zuhdi Jarrar ( zjarrar@mtit.gov.ps ) and inspect the bidding document during office hours 8:00 am to 3:00 pm ) by email .
5. The bidding document in English will be provided to interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100. The method of payment will be by deposit in the following bank account :

6. Bids must be delivered to the address at the end of this RFB on or before Monday , March 13 , 2023 , 12:00 pm Local Time . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address at the end of this RFB on Monday , March 13 , 2023 , 12:00 pm Local Time 7. All Bids must be accompanied by a Bid Security of USD 50,000
8.Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
