The Palestinian Liberation Organization ( PLO ) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program : Associated Works Project Phase I ( AWP - Phase 1 ) , and intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include supervision in the following construction items
the rehabilitation of 16 existing concrete reservoirs , including among the other components the installation of mixers , to receive and blend water from multiple sources ( Mekorot , STLV's , Water wells ) and supply related water distribution systems ;
the reconfiguration of the existing downstream water distribution systems by installing around 67 km of different diameter ductile iron and HDPE pipes ;

the rehabilitation of the existing production water wells ( 52 wells ) including the electromechanical equipment ;
the reconfiguration of upstream connections between selected production water wells and existing / new concrete reservoirs by installing around 30 km of different diameter HDPE pipes to enable the blending at reservoirs sites and to make a clear separation between bulk water and downstream system .

The objectives of the assignment are to supervise the construction of W01- Reconfiguration of the water distribution system in the Southern Gaza Governorates including the D.L.P ( 18 months ) in addition to D.L.P ( 12 months ) for W02 - Reconfiguration of water distribution system in Middle Gaza Governorate .
The estimate level of effort for the key staff is 172.25 person - months . The assignment is expected to commence in September , 2023 and the implementation period is around 15 months . inadditionto , 18 months for the D.L.P.
The indicative Terms of Reference ( TOR ) is subject to modification & finalization before issuing of the Request for Proposal ( RFP ) , for the assignment can be found at the following website : www.pwa.ps and https://www.dgmarket.com
The Central Tendering Department ( CTD ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services , the passing minimum score will be ( 70 ) . and the shortlist shall include not more than eight eligible firms . No liability will be on CTD or PWA for non - shortlisted firms and that only shortlisted will be provided with RFP , the shortlisting criteria are :
1. General experience : Have been in business for at least the past 15 years in strategic development field , planning and design ( 20 % ) ; 2. Specific experience : Evidence of Firm capability and relevant experience in the execution of Consultancy Assignment of a similar nature , including the nature and value of the relevant contracts , as well as works in hand and contractually committed . The evidence shall include successful experience in the execution of at least two ( 1 ) Consultancy Services of a similar nature and size and complexity during the last five ( 4 ) years ( zV- ) ,
3. Availability of appropriate skills among staff and / or the ability to mobilize a diversified team of experts with appropriate knowledge and skills ( 10 % ) . Key Experts will not be evaluated at the shortlisting stage . The passing minimum score will be ( 70 ) . and the shortlist shall include not more than eight eligible firms . No liability will be on CTD or PWA for non - shortlisted firms and that only shortlisted will be provided with RFP .
4. The nature of services : " supervision of construction works ( Redbook ) "
5. The location : at least one of two similar projects should be in Mediterranean countries , Palestinian specially Gaza an advantage . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 Revised November 2017 and August 2018 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations . Further information can be obtained at the address ( 1 ) below during office hours from 8:00 am to 03:00 pm .
