" Housing Development and Infrastructure Support " implemented by PHC and funded by the EU . Aimed at improving the resilience of the Palestinian communities in EJ by respond ing to the urgent housing needs of limited - income families through providing support for infrastructure , landscaping , and external works and developing new building techniques and practices . In addition , to responding to the immediate housing needs and protection of vulnerable Palestinians in EJ and Area C of Jerusalem Governorate through a self - help ap proach for the highly vulnerable families by providing housing unit repairs and transitional housing unit solutions in 36 - months with a total budget of € 3,078,112 .
In the context of the abovementioned project , PHC requires the implementation of an eval uation to assess the projects ' intended outputs , specific objectives , and goals , as well as to examine the effectiveness of the approach and methodology . To this end , PHC calls for bid invitations from locally registered firms / individual consultants .
To be eligible for selection , the firms / individual consultants must comply with the follow ing criteria :

Extensive experience in project cycle management and monitoring and evaluation . Demonstrated experience in carrying out evaluations , including design , planning , and use of appropriate methodologies .
A team leader has conducted at least three evaluations in the last five years ideally in a relevant field .
Associate researchers participated in at least three evaluations ideally in a relevant field .

Knowledge and experience in the housing sector in Palestine in general and in the housing sector in Jerusalem and area C of Jerusalem Governorate , in particular , are highly desirable .

Experience in carrying out evaluations for funded EU projects is highly desirable . Excellent oral and written English .

Ability to produce high - quality analytical reports .
Submission of both technical and financial bids .

Prices are quoted in EURO excluding VAT .
The terms of reference document ( ToR ) can be collected from the Development , planning , and fundraising Department at PHC headquarters office from 15/02/2023 to 26/02/2023 . The deadline for submitting bids until Sunday , 28/02/2023 , at 02:00 PM
