1. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the phase 2 Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza ( P174708 ) ( ASPIRE - II ) , and intends to apply part of the proceeds toward payments under the contract for Supply of Medium Voltage Cables , Low Voltage Cables , Wires , Steel Materials and Accessories in Gaza Strip ( GZ - PENRA - 331716 - GO - RFB ) as following :
LOT1 : Medium Voltage Cables , Low Voltage Cables , & Wires
LOT2 : Steel Materials
LOT3 : Accessories
2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Sup ply of Medium Voltage Cables , Low Voltage Cables , Wires , Steel Materials and Accessories in Gaza Strip ( GZ - PENRA - 331716 - GO - RFB ) as following :
LOT1 : Medium Voltage Cables , Low Voltage Cables , & Wires LOT2 : Steel Materials

The bidders are allowed to quote separate prices for one or more lots .
3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
4. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Author ity ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours [ hours 8:00 a.m. - 3:00 p.m. local time at the address given below .
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written ap plication to the address below and upon payment of a nonrefundable of 100 USD . The method of payment will be by deposit in the following bank account :

6. The Bidding Documents will be sent by Email or by hand national carrier .
Bids must be delivered to the address below on or before 5 - April - 2023 at 12:00 p.m local time . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 5 - April - 2023 at 12:00 p.m local time . 7. All Bids must be accompanied by Bid Security with an amount as following :
LOTI : USD 114,000 .
LOT2 : USD 11,500 .
LOT3 : USD 7,500 .
The bid security shall be valid for 148 days from the bid's submission date until 31/8/2023 .
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
