CONSULTANCY SERVICE ANNOUNCEMENT
( SELECTION OF A GRAPHIC DESIGNER )
Enhance the Visibility and Improve Brand Recognition for the Supporting an Education Reform Agenda for improving Teaching , Assessment and Career Pathways ( SERATAC ) Program

I. Introduction
The Ministry of Education has received a grant from the World Bank to implement the " Supporting an Education Reform Agenda for Improved Teaching , Assessment and Career Pathways ( SERATAC ) " program . The program aims at improving education outcomes of primary and secondary students and increasing student pathways to tertiary education and the labor market .
The program is the first of its kind to implement a Multiphase Programmatic Approach ( MPA ) in the MENA region ; and includes three thematic areas ( components ) :
Component 1 : Building strong foundations for learning and wellbeing .

Component 2 : Harnessing technology to improve STEM learning and better equip students for the labor market . Component 3 : Strengthening the student learning assessment system .
The Ministry of Education ( MOE ) is seeking to recruit a Graphic Designer . We are calling for talented local individual consultants ( designers ) with the necessary qualifications and experience to apply for this consultancy service .

II . Objective of the Assignment
By working closely with the Communications Officer , the assigned Graphic Designer will be responsible for creating an engaging content for the project and design a wide variety of materials across print and digital media , to reflect the program mission and vision . The designer will create visually appealing products that convey certain messages or information about SERATAC , while focusing on the program's brand , typography , and overall layout of the design composition .
III . Scope of Key Responsibilities
To achieve the assignment's objective , the designer's general responsibilities include , but not limited to , the following :

- Designing a handout that includes the project's brand guidelines that are pre - defined by the World Bank . Creating and designing promotional material ( print and digital , including , but not limited to social media , website , newsletters , brochures , catalogs , presentations , packaging ... etc .

Conceptualizing , designing , developing digital newsletters and blogs , designing logos and other branded campaigns , along with other informational and promotional collateral ( both print and digital ) with quality assurance according to the Ministry of Education's Branding Guidelines and SERATEC's .

Ensuring projects are completed with high quality , attention to detail , and on schedule Prioritizing and managing multiple projects within design specifications .
- Supporting SERATEC team throughout the execution of activities that require media campaigns and / or promotional materials .

IV . Tasks , Expected Deliverables and Estimated Timeframe :
During the three - months contract , the assigned Graphic Designer is expected to deliver the below task : Design SERATAC introductory promotional material . This includes a folder , a general brochure about the program , and 3 flyers about its components .

- Create SERATAC's Stationary : SERATAC Letterhead , unified template for reports .
- Design 1 flyer , and 2-3 digital posts to promote the Activating Libraries Training Model ( Component 1 ) . - Promote STEM's virtual symposium ( Component 2 ) by designing a post to Save the Date , an invita tion , ZOOM background , rollup , and any other digital material to announce and promote the symposium . - Create social media posts to enhance the visibility of the program and its components ( 2-3 per month ) , this can include designs to announce events and / or accomplishments ; infographics ; reels .

- Design announcements / infographic posts that can be published on SERATAC's webpage . Start developing SERATAC's brand book .

Note : The graphic designer might be requested to perform other tasks on regular basis or when necessary . The designer will be notified officially in advance by the Communications Officer , or the World Bank Projects Coordination Unit . Such tasks might include , but not limited to , designing posts / posters . V. Required Qualifications
At least a bachelor's degree in graphic design or any related field
- An excellent portfolio of work demonstrating mastery of print design .

Able to work on multiple projects at once with the ability to multitask .
- Great communication skills , both verbal and written

Fluency in English language
Previous experience with NGOs , international agencies , or donor - funded projects is advantageous . VII . Estimated Timeframe and level of effort

The consultant is expected to work from May 10 , 2023 , to August 30-2023 , with an expected level of effort of 40 staff days .

VIII . Type of Contract
This is a lump sum contract . The contract might be extended to cover additional scope upon the satisfactory performance of the graphic designer .
VII . Place of Work

The designer will be requested to perform their service either in the Ministry of Education ( MoE ) offices , or remotely from home . The designer will be requested to attend periodic meetings , at least once per week , or as will be scheduled by the Communications Officer or the PCU .
VIII . Reporting

The consultant will report to the Communications Officer and the PCU Director
