Through a fund from the kingdom of the Netherlands , the United Nations Development Programme / Programme of Assistance to the Palestinian People ( UNDP / PAPP ) , in cooperation with the Palestinian Water Authority ( PWA ) , calls for sealed bids from eligible contractors for the im plementation of the works under subject , fully described in the bidding documents .
