The Municipal Development and Lending Fund " MDLF " has received a grant from the " SDC " towards the cost of " Development of area C / West Bank " .
The Municipal Development and Lending Fund ( MDLF ) as an implementation agency for the project intends to use part of the grant for consulting services to hire an NGO organi zation to conduct the " Enhancement of Civic Engagement and Social Accountability for targeted localities " assignment .

The Municipal Development and Lending Fund now invites eligible NGO organizations to indicate their interest in providing the Services . Interested NGO organizations should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General NGO's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the NGO , general qualifications and number of key staff ) . Objective of the Assignment :
The overall objective ( impact ) is to improve the social and economic conditions of Palestin ian communities in Area C which is crucial for maintaining Palestinian presence in Area C. The specific objective is to improve access to essential public infrastructure in Area C. The attention of interested NGO's is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " November 2020 , setting forth the World Bank's policy on conflict of interest .
NGO's may associate with other NGO ' to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
The NGO will be selected in accordance with the Selection based on Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations . Further information can be obtained at the address below during office hours 8:00 A.M. to 3:00 PM .
