Assignment Title : Support the Implementation of the National Public Procurement Capacity Building and Professionalization Strategy in Palestine

REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES - FIRMS SELECTION )

Reference No. GZ - HCPPP - 302218 - CS - QCBS
The High Council for Public Procurement Policies has received financing from the World Bank toward the cost of Improving Public Procurement Management and intends to apply part of the proceeds for consulting services .

2 .

The consulting services ( " the Services " ) include Support the Implementation of the National Public Procurement Capacity Building and Professionalization Strategy in Palestine . The primary objective of this strategy is to enhance the effectiveness , visibility , and standing of the public procurement function in Palestine and eventually to improve the national procurement management .
The following are to be accomplished through this assignment :

1. Review and validate the Competency Framework for the public procurement profession in Palestine and recommend refinements , as deemed necessary . This shall include the definition of the competencies ( knowledge , skills and attitudes ) for each of the 4 prescribed proficiency levels and review of the Standard Job Descriptions for the procurement profession , included in the Strategy .

3. Design and develop a complete set of training content for all modules comprising the training program . This shall include a review of the training modules developed and delivered in an earlier stage by HCPPP ( please refer to Annex 3 for details ) , and making the necessary adjustments , both in terms of structure and content , to integrate and harmonize with other training modules that the consultant will develop to cover the entire competency framework . For every module , the training package shall include technical content e studies , examples , quizzes and external reading and research assignments as well as trainer and trainee guides .

Based on the revised Competency Framework approved by HCPPP , review and validate the proposed list of training modules included as part of the Strategy and recommend revisions , as deemed necessary . This shall include the learning objectives and draft outline for every training module . The training program shall be based on a blended approach of face - to - face and e - learning modules and shall ensure comprehensive coverage of the competency framework including related Skills / Attitudes / Values prescribed for the four proficiency levels for public procurement workforce , stipulated in the Strategy , as well as training modules for private sectors , and other targeted groups . The Consultant shall advise on well - established training programs that exist globally and which could be recognized by HCPPP , as equivalent for completing the proposed national training program .

4. Develop the tools for assessing trainees learning outcomes ( e.g. pre - training and post - training tests ) for every module . This shall include a database of questions to be used by training institutions in developing the pre - training and post - training tests .

Review and refine the selection criteria of the candidate national procurement trainers ( additional criteria could include and not be limited to criteria to measure the level of exercising skilled judgement , the procurement culture , capability to use / accept distance learning elements of the training , commitment to ensure sustainability during the program lifetime and beyond , etc. ) , supplemented by practical examples on the application of each criterion for verification of compliance and the respective mechanism to be used by HCPPP in examining and selecting the candidate national trainers . This shall include participation in the actual selection of trainers by HCPPP and contribution to the final selection report .

6. Design and deliver a Training of Trainers ( ToT ) program for the selected national trainers ( see strategy for envisaged number of trainers and specialties ) covering training methodology competencies and procurement subject matter competence . This shall include design and implementation of pre - training and post - training assessments and reporting on actual accreditation of trainers ;

Review and refine the selection criteria for national training institutions ( criteria could include capability to use / deliver distance learning elements of the training , commitment to avail a minimum number of training days per year in order ensure training delivery sustainability as per the requirements of the Strategy ; etc. ) . This shall include participation in the actual assessment of training institutions by HCPPP and contribution to the final selection report .

8. Propose features and functionalities for the Learning Management System that will be developed and adopted by the HCPPP to manage training and examinations .

The assignment will be implemented over a period of 6 months from contract signing to final acceptance . The expected start date of the assignment is August 2023 .

The High Council for Public Procurement Policies now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information that demonstrates their general experience in the field of capacity development , learning management and public procurement sector and their specific experience with the TOR in the local and international market to perform the Services .

The shortlisting criteria are : core business , years in business , relevant experience , ability to identify the needed intervention , ability to mobilize technical resources , and the firm managerial capabilities . Key Experts will not be evaluated at the shortlisting stage .

SHORTLISTING CRITERIA
Core Business : a consulting firm shall have general experience in the capacity development and learning management , design and delivery of training programs and specific experience to the TOR in the local and international market

Years in Business : a minimum of 15 years of experience in provision of consulting services in the field of capacity development and learning management including design and delivery of training programs , preferably in the field of procurement , public finance management , governance , public administration , project and contract management or related field .
Relevant experience :
1. provision of consulting services in the field of capacity development and learning management including design and delivery of training programs , preferably in the field of procurement , public finance management , governance , public administration , project and contract management or related field . In addition to completion of a minimum of two similar assignments of comparable scope , complexity and technical specialty , over the past five year . 2. Experience in developing countries under comparable conditions 3. Ability to mobilize a qualified team of experts with relevant experience and skills .

Ability to identify the needed intervention : Must have the ability to review and validate the Competency Framework , propose refinements , and review the proposed training modules . Must have the capability to design a comprehensive training program that incorporates a blended learning approach ( face - to - face and e - learning ) and meets the needs of different target groups .

The managerial capability of the firm : the consulting firm shall demonstrate its managerial capability to manage the work and the team efficiently and effectively .

The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .

A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
