Palestinian Employment Fund ( PEF )
German Financial Cooperation the Palestinian Territories Programme : Sustainable Economic Development Project : Sustainable Employment Project Prequalification - Consulting Services for Implementation
Submission Deadline : Monday , June 19 , 2023 at 12:00 hrs ( pm ) local time in Ramallah , Palestinian Territories ( GMT + 3 ) PEF Tender No. ( PFE - GSD / KFW / 2023 / 093 ) , BMZ - No . 2021.6874.8 , Procurement No. 509212 During the 2021 govemment negotiations , the German Federal Government , represented by BMZ , committed grant funds towards sustainable employment generation . The overall Development Cooperation ( DC ) -Program objective ( Impact ) is to contribute to a quantitatively , qualitatively and institutionally improved employment situation in the Palestinian Territories as to foster economic well - being and employment perspectives for all Palestinians . The Project objective is job creation for an improved employment and income situation in the Palestinian Territories ( outcome ) . The Implementation Consultants ( IC ) assignment is to provide assistance to the PEF to ensure an effective realisa tion of the Project with the following main components ( to be treated indicatively ) and the respective target groups : Component 1 ( C1 ) : Wage Subsidy
The wage subsidy component is the key element of the project aiming to respond to some of the main challenges of employment generation in the Palestinian Territories . Wage subsidies shall support the creation of employment while promoting the sustainability of jobs created . Target companies should be rooted in the private sector . Component 1 will consist of three separate funding lines , each designed to support a specific target group :
A. All types of job seekers ( unskilled , skilled , graduates ) to be employed in MSMEs ;

B. Technically skilled job seekers with previous work experience and / or proven technical skills ( e.g. , TVET certificates , other technical diplomas ) ; C. Graduates from relevant study fields .
Component 2 ( C2 ) : Capacity development ( CD )

CD measures of Component 2 shall support all types of job seekers ( target group A , B , C ) to increase their chances of medium- to long - term employment beyond the Project duration . The type and content of CD measures will be developed based on the assessment of employers > needs in collaboration with PEF > s partners . Moreover , structured CD measures shall support the PEF based on their needs to handle the project management with the support of the IC as best as possible .

Note : The different measures for target group A - C shall be provided by private training providers , unions , associa tions and / or specialised business organisations linked to particular fields of expertise ( to be identified during this assignment ) , depending on the target groups and identified needs .
Applicable to C1 & 2 : A partnership model including roles and responsibilities with other labour market stakeholders shall support the steering function of the PEF as employment promotion actor and facilitate the identification of job seekers , industry needs , as well as training provision , and other tasks
The Project is designed for approximately 3,000 beneficiaries , namely unemployed Palestinians across the West Bank , East Jerusalem and Gaza , with a focus on vulnerable groups , especially women , youth and PWD .
The assignment is organised in three different stages . The overall management of the assignment is foreseen across all stages ( list is to be treated indicatively ) :

Overall Management of the Assignment : Active support to the PEF in fulfilling their roles and responsi bilities ; Close stakeholder coordination and cooperation incl . regular Stakeholder Coordination meetings ; Familiarisation with Project and development of a full Project Operations Manual ( POM ) ; Development of a Partnership model with and for other labour market actors incl . partner liaison and coordination ; Support in the organization of monitoring missions , reporting and final controls . Stage 1 Project Preparation :
C1 : Design of wage subsidy scheme incl . implementation concepts ( i.e. subsidy structure / amount / timeframe , eligibility of job seekers and companies , etc. ) ; Support of the PEF in identifying synergies with existing pro jects at the PEF ;
C2 : Needs assessment of target groups and PEF ; Design of CD measures for PEF .
Stage 2 Project Implementation Support :

CI : Assistance in placing and supervising job seekers ; Coordination with other PEF - projects ; Support of the financial and technical management incl . Quality Assurance ( QA ) of all disbursements and procurements ; Sup port of the PEF in managing the media coverage & outreach to target groups ;
C2 : Overseeing structured CD measures for target group A - C through partnership model ; Implementation of CD measures for PEF .
Stage 3 MEAL :
C1 : Support of the PEF in data collection & analyses ( incl . target group surveys ) ; Ensure E & S compliance , incl . complaints & redress management ; Transfer of lessons learned from first cycle of job placements to second cycle ;

C2 : Record of lessons - learned and their integration in the ongoing CD measures ;
C1 & 2 : Support of the PEF in data collection & analyses , MEAL framework and reporting ; Follow - up with beneficiaries after the initial employment .

The services are to be delivered by a team comprised of long- and short - term staff , and other professional and admin istrative support staff . Efficient management shall be made available . The assignment requires strong local presence . Hence , cooperation with national partners is recommended albeit non mandatory . By the time of contract signature , international companies might be asked to be registered and meet all required taxation requirements . Further Information : This prequalification for consulting services will be guided by the latest version of the Guide lines for the Procurement of Consulting Services , Works , Plant , Goods and Non - Consulting Services in Financial Cooperation with Partner Countries » ( version of January 2021 ) , see KfW Procurement Guideline . It is foreseen to assign the services to an independent consultant firm with proven experience in the sector and the region . The mini mum annual turnover shall exceed € 1.0 million .
