1. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza ( P170928 ) , and intends to apply part of the proceeds toward payments under the Contracts for Design , Supply and Installation of Two transformers at PETL Substations ( 161/33 kV , 50 MV ) at Sarra & Tarqumia .
2. The Palestinian Energy and Natural Resources Authority ( PENRA ) now invites sealed Bids from eligible Bidders for Design , Supply and Installation of additional transformer ( 161/33 kV , 50 MV ) at Sarra & Tarqumia as follows :
LOT 1 : Design , Supply and Installation of additional transformer ( 161/33 kV , 50 MV ) for Sarra SS with spare parts . LOT 2 : Design , Supply and Installation of additional transformer ( 161/33 kV , 50 MV ) for Biet Uola SS with spare parts .
3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " November 2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
A Single Stage - One Envelope RFB process will be used .
4. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources ( PENRA ) , procure ment officer , Email : procuremet@menr.org and inspect the bidding document during office hours ( 8:00 AM to 3:00 PM ) at the address given below .
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 USD . The method of payment will be by deposit in the following bank account :

6. Bids must be delivered to the address below on or before July 31 , 2023 , 12:30 pm ( Local Time ) . Electronic bidding will NOT be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on July 31 , 2023 , 12:30 pm ( Local Time )
7. All Bids must be accompanied by a Bid Security of :
LOT 1 : 85,000 USD
LOT 2 : 70,000 USD
The bid security should be valid until 26/12/2023 .
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
9. A Pre - Bid meeting shall take place at the following date , time and place :
