The Palestinian Liberation Organization ( PLO ) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program : Associated Works Project Phase I ( AWP - Phase 1 ) , and intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include the preparation of the design of Tulkarm Wastewater Treatment Plant and North - East Ramallah Wastewater Treatment Plant . The required services are available in the detailed Terms of Reference ( TOR ) for the assignment that can be found at the following website : http://www.pwa.ps/ebids.aspx
The estimate level of effort for the key staff is 67 person - months . The assignment is expected to commence in December 2023 , and the implementation period is around twelve ( 12 ) months .
The Central Tendering Department ( CTD ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
1. General experience : A consulting firm specialized in water and wastewater with at least 15 years ' Experience ;
2.Specific experience : Experience in the field of water and sanitation , especially in the conceptual and detail design of medium and large scale WWTPs and preparation of tender documents .
Records and completion certificates proofing the qualification and experience must be presented in the docu ments with the Expression of Interest ( list presented should not exceed 10 relevant projects . The first rel evant 10 projects will only be considered ) . As part of the list , at least one similar assignment , study in the last 5 years , preferably with the activated sludge technology , continuous flow , SBR or MBR .
Key Experts in the ToRs will not be evaluated at the shortlisting stage .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 Revised November 2017 , August 2018 , and November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the as sociation is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
