1. The Palestinian Energy and Natural Resources Authority has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza , and intends to apply part of the proceeds toward payments under the contract for Supply & Installation of Solar Systems & Energy Efficiency Technology for Health Sector in West Bank . This contract will be financed by the World Bank . Bidding process will be governed by the World Bank's Procurement Regulations .

The Palestinian Energy & Natural Resources Authority now invites sealed Bids from eligible Bidders Supply & Instal lation of Solar Systems & Energy Efficiency Technology for Health Sector in West Bank .

3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " published in July , 2016 revised in Nov.2017 and Aug.2018 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations . 4. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours [ hours 8:00 a.m. - 3:00 p.m. local time at the address given below .

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the following bank account :

The Bidding Documents will be sent by E - mail or by hand national carrier .
6. A pre - bid meeting for interested eligible Bidders will be held on 15-08-2023 at 10:00 A.M. ( GMT + 3 ) local time at the address given in point 11 below .
• A site visit conducted by the Employer shall be organized as follows :
• Al - Bireh Health Directorate and Hugo Chavez Hospital : 15-08-2023 at 11:00 am ( Local Time ) , Ramallah , West Bank .

• Princess Alya Hospital and Dura Hospital : 16-08-2023 at 11:00 am ( Local Time ) , Hebron , West Bank
• Tulkarem Health Directorate and Thabet Thabet Hospital : 17-08-2023 at 11:00 am ( Local Time ) , Tulkarem , West Bank .

7. Bids must be delivered to the address below on or before 13-09-2023 at 12:00 p.m. ( GMT + 3 ) local time Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bid ders ' designated representatives and anyone who chooses to attend at the address below on 13-09-2023 at 12:00 p.m. ( GMT + 3 ) local time

8. All Bids must be accompanied by a Bid Security of 22,000 USD .
The bid security shall be valid for 148 days from the bid's submission date until 08-02-2024 .
9. Bids must be accompanied by a Forced Labor Performance Declaration and a Forced Labor Declaration
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
