1. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of Advancing Sustainability in Perfo nance , Infrastructure , Reli ability of the Energy Sector ( ASPIRE ) , and intends to apply part of the proceeds toward payments under the contract for Upgrade of NEDCO MV Networks to Absorb more PV Generation and Expansion of Electricity System in the North and East Part of Nablus City ( GZ - PENRA - 338309 - GO - RFB ) .
The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Upgrade of NEDCO MV Networks to Absorb more PV Generation and Expansion of Electricity System in the North and East Part of Nablus City .

The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD . The method of pay ment will be by deposit in the following bank account :

Bids must be delivered to the address below on or before 12:00 pm . ( local time ) 18/09/2023 . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 12:00 pm . ( local time ) , 18/09/2023 .

Bidding will be conducted International competitive procurement using a Request for Bids ( RFB ) as speci fied in the World Bank's " Procurement Regulations for IPF Borrowers " published in Nov.2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours 8:00 a.m. _ 3:00 p.m. local time at the address given below .
Pre - bid meeting and Site Visit will be held to the potential bidders at NEDCO offices in Nablus City then will go to the project's routes that are specified in technical specifications ( Annex I ) on ( 16/08/2023 at 10:00 A.M ) .
All Bids must be accompanied by Bid Security with an amount of : 37,500 USD .
The bid security shall be valid for 148 days from the bid's submission date until 13/02/2024 .
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Owner ship Disclosure Form as included in the bidding document .
