The Palestinian Liberation Organization ( PLO ) for the benefit of the Palestinian Authority has : received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program : Associated Works Project Phase I ( AWP- Phase 1 ) , and intends to apply part of the proceeds for consulting services
The consulting services ( " the Services " ) include establishing Regional Water Utilities ( RWUS ) through developing a detailed implementation plan for merging water and wastewater Service Providers with each other towards creating RWU . The required services are available in the detailed . Terms of Reference ( TOR ) for the assignment that can be found at the following website : http://www.pwa.ps/ebids.aspx . The estimate level of effort for the key staff is 40 person - months.The assignment is expect ed to commence in March 2024 , and the implementation period is around Ten ( 10 ) months . The General Supplies Depart GSD now invites eligible consul firms ( " Consultants " ) to indicate their interest in providing the Services.Inter ested Consultants should provide information.demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :

-General Experience : Have been in business for at least the past 20 years in institutional development field .

- Specific Experience : Evidence of Firm capability and relevant experience in the execution of Consultancy Assignment of a similar nature , including the nature and value of the relevant contracts , as well as works hand and contractually committed ( list presented should not exceed 10 relevant assignments . The first 10 assignments will only be considered ) . The evidence shall include successful expe rience in the execution of at least one ( 1 ) similar assignment , or sum of two ( 2 ) or three ( 3 ) Consultancy Services that are similar in nature and size and complexity five ( 5 ) with focus on
Key Experts in the ToRs will not be evaluated at the shortlisting stage .

A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
