REQUEST FOR EXPRESSIONS OF INTEREST
( CONSULTING SERVICES - FIRMS SELECTION )

The Palestine Liberation Organization , for the benefit of the Palestinian National Authority ( PNA ) , has received an initial financing of EUR 108 million from the World Bank - Interna tional Development Association ( IDA ) , MDTF ( administered by the World Bank ) , PA , KFW , Denmark , the Belgian Development Agency ( Enabel ) , SDC , GIZ , EU and AFD towards the cost of the 4th phase of the Municipal Development Program ( MDPIV ) .
MDPIV is aligned with the PA's long - term National Development Plan and MOLG's Sector Strategy to consolidate and strengthen service delivery in the LG sector towards financially sustainable LGUs .
MDPIV is at the center of a series of interlocking interventions by the multi donors in collabo ration with the central government to strengthen the institutional development , accountability and financial sustainability of local governance and service delivery in Palestine .
The Municipal Development and Lending Fund ( MDLF ) as the implanting agency for the project intends to use part of the grant for consulting services to hire Consultancy Firms to conduct the above - mentioned assignment which will be conducted in selected municipalities in Gaza Strip .

The Municipal Development and Lending Fund now invites eligible consulting firms to indicate their interest in providing the Services . The consulting firms must express their interests in the assignment by sending their EOIs to the e - mail listed below .
Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) .
Objective of the Assignment :
The main objective of this assignment is to provide technical support to the targeted Munici palities ( listed in the TOR ) for the implementation of infrastructure projects approved in their strategic development and investment plans . The technical support and assistance will include on - the - job training and full responsibility for implementing all tasks and activities .
Specific objectives are :

( i ) Project planning and design : review the application forms , designs ( survey maps , existing plans , design drawings , licenses , bill of quantities , specifications , and bidding documents ... etc. ) ; review and verify procurement plans , infrastructure and services maintenance , de signs , specifications , and bidding documents .
( ii ) Project implementation and supervision : assist the municipalities in the supervision pro cess and build the capacity of the staff of targeted Municipalities to implement projects in cluding communication with contractors , MDLF , and others , reporting on implementation progress , monitoring of indicators , and compliance with the standards delineated by MDLF . ( iii ) Ensuring compliance with technical and fiduciary aspects :
provide guidance to targeted Municipalities on technical and fiduciary aspects of project preparation and implementation to ensure compliance with MDLF's procurement , finan cial , social , and environment safeguards procedures ( including provision of mitigation measures ) .

Build the capacity of staff of municipalities in all aspects and in all of project's stages . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " Fourth Edition November 2020 , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Selection based on Quality - Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
