1. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of West Bank and Gaza Electricity Sector Performance Improvement Project ( ESPIP ) , and intends to apply part of the proceeds toward payments under the contract for Supply and Installa tion of PV Systems and Energy Efficiency for schools in Gaza ( GZ - PENRA - 375125 - GO - RFB ) .
2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Supply and Installation of PV Systems and Energy Efficiency for schools in Gaza ( GZ - PENRA - 375125 - GO RFB )

3. Bidding will be conducted International competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " published in July , 2016 revised in Nov.2017 and Aug.2018 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .

4. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Au thority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document dur ing office hours 8:00 a.m. _ 3:00 p.m. local time at the address given below .
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written ap plication to the address below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the following bank account :

6. Pre - bid meeting will be held to the potential bidders at PENRA's office on ( 13/09/2023 at 10:00 A.M ( local time ) ) . Moreover , potential bidders can attend virtually through a link which will be shared with them .
7. Bids must be delivered to the address below on or before 12:00 pm . ( local time ) 12/10/2023 . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 12:00 pm . ( local time ) , 12/10/2023 .

8. All Bids must be accompanied by Bid Security with an amount of : 15,000 USD .
The bid security shall be valid for 148 days from the bid's submission date until 08/03/2024 .

9. Bids must be accompanied by a Forced Labor Performance Declaration and a Forced Labor Declaration 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the suc cessful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
