The Ministry of Finance representing the Palestine Liberation Organization awarded a grant through financial support to the Arab Water Experts Network ( AWEN ) to carry out a comprehensive assessment study for the water and wastewater services in the targeted Palestinian refugee camps in Palestine and hosting countries ( Jordan . Lebanon and Syria ) . The main objectives of this study are :

Development of Strategic Interventions for Improving Water and Wastewa ter Services in The Palestinian Refugee Camps

Define development needs to enhance the level of services provided to refugees , Develop a priority action plan for the implementation , and
- Propose institutional arrangements to improve the level of water and sanitation services . AWN intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include :
Assessment Report on water and wastewater services and their management efficiency and sustainability at the Palestinian refugee camps including analysis of the current situation , gaps , and needs .
o Desk review
o Develop strategic intervention
o Develop a priority action plan
o Collection of information and analysis
o Assessment of water and wastewater service provision
strategic interventions for improving water and wastewater services and priority action plan . Description of the assignment
Institutional arrangements report to improve the level of water and sanitation services
o Assessment of service provision management efficiency
o Identification of main challenges and recommendations to improve service provision management efficiency The detailed Terms of Reference ( TOR ) for the assignment can be found at the following website : www.plord.ps The Arab Water Experts Network hereby invites Applicants to show their interest in delivering the Services described above . This Request for Expressions of Interest is open to : Consulting firms .
The Arab Water Experts Network ( AWEN ) invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : 1. General experience : A consulting firm specialized in water and wastewater having been in business for at least the past 10 years ( 20 points ) in the region ;
2. Specific experience : Evidence of Firm capability and relevant experience in the execution of consultancy assignment of a similar nature . The evidence shall include successful experience in the execution of at least one ( 2 ) consultancy services of a similar nature ( assessment studies , strategic planning , feasibility studies ) during the last seven ( 5 ) years ( 70 points ) ;
3. Availability of appropriate skills among staff and / or the ability to mobilize a diversified team of experts with appropriate knowledge and skills ( 10 points ) .
Key Experts will not be evaluated at the shortlisting stage . Minimum passing score for shortlisting is 75 points . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly wheth er the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . Expression of interest should not exceed 80 pages maximum .
Among the submitted applications , The Arab Water Experts Network ( AWEN ) will shortlist a maximum of six ( 6 ) Applicants , to whom the Request for Proposals to carry out the Services shall be sent .
A Consultant will be selected in accordance with the Method of selection : Selection based on fixed budget ( " FBS " ) . Type of Contract : Lump - sum Contract .
