REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES - Individual Consultant ) Annual Renewable Time - Based Contract " Project Officer "

Name of the project : Promotion of Green Services and Climate Action in Local Governance - Green Gaza Assignment Title : Hiring of Project Officer for Green Gaza intervention .

The MDLF has received financing in the amount of 3,065,000 Euro from the Belgian Development Agen cy ( ENABEL ) towards the cost of implementing the project titled " Promotion of Green Services and Climate Action in Local Governance - Green Gaza " .
The Municipal Development and Lending Fund ( MDLF ) as an implementation agency for the project intends to use part of the grant for consulting services to hire a " Project Officer " .
The objective of this assignment :
The main responsibility of the Project Officer ( Engineer ) is to support MDLF in the follow - ups of the day to - day activities , the activities are described below :
Work with LGUs to improve projects ' documents , and communicate with them in this regard .
Follow up all stages of the procurement process with LGUs and with the ( LTC ) in relation to the funded projects and do the regular update of the procurement plan .
Cooperate with the LTC in providing the technical support to the LGUs to ensure the compliance with MDLF requirements in accordance to the MDLF operational arrangements .
Coordinate with MDLF area engineers and supervisors to track the projects implementation and provide progress reports as needed .
Coordinate with MOLG and other line ministries concerning the projects implementation .
Coordinate the site visits / missions that may be requested by the Donnor .
Conduct any other activities may be requested by MDLF in relation to MDP development program and other projects or programs upon the request of MDLF .
The detailed Terms of Reference ( TOR ) for the assignment can be viewed at the website : www.MDLF.org.ps/TOR The Municipal Development and Lending Fund now invite eligible qualified individuals to indicate their interest in providing the Services . Interested individual consultants should provide information demon strating that they have the required qualifications and relevant experience to perform the Services . The main qualifications of the consultant are as follows :
( 1 ) Master's degree in architecture , urban planning , or any other related field .
( 2 ) A minimum of 3 years of relevant experience in the planning and / or implementation of projects of similar themes .
( 3 ) Good experience in the local government sector and / or working with NGOs with knowledge of environmental and social management .
( 4 ) Track record of dealing with green infrastructure projects , green building , renewable energy , sustain able environment and soild waste management , a green design certification is a plus .
( 5 ) Strong analytical , communication , reporting as well as solid mediating and consensus - building skills . ( 6 ) The ability to think strategically and conduct dialogue on green building and climate change devel opment policies and priorities .
( 7 ) Experience with participatory planning , budgeting , improvement of consumer satisfaction , public engagement and design / implementation of public awareness campaigns .
( 8 ) Strong English and Arabic communication skills , both writing and speaking .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " Fifth Edition September 2023 , setting forth the World Bank's policy on conflict of interest .
Individual Consultants will be selected through a comparison of the qualifications of those who expressed interest in this position .
