Assignment : LTC for Design and Supervision for Implementing Social Infrastructure Projects in Area C
Reference No .: DRO / 2024 / 2.1.1
The Municipal Development and Lending Fund " MDLF " has received a grant from the DRO through the European Union " EU " towards the cost of implementing " Area C Development Program in the West Bank- Package VII " .
The main objective of this assignment is to provide technical assistance to the targeted localities ( LGUS ) , specifically the two localities in Area C in the West Bank for the implementation of infrastructure projects approved as part of improving the basic services for their citizens .

1. MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide information indicating that they are qualified and have the relevant experience to perform the services . The shortlisting criteria for firms are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) .
2. MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , fourth edition dated November 2020 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Cor ruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 . 3. Request for Proposals ( RFPs ) will be sent to the shortlisted firms . firms will be selected under Selection based on Quality - Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , fourth edition dated November 2020 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Cor ruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
4. Interested eligible firms may inspect the Request for Expressions of Interest ( RFEI ) through the Public Procurement Portal and obtain further information from MDLF during office hours 8:00 AM to 3:00 PM from Sunday to Thursday at the address given below .
5. Expressions of interests must be delivered to the address below on or before 08/02/2024 . Late expressions will be rejected .
