The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of Phase 2 Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector ( ASPIRE Phase II ) , and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Solar Systems and Energy Efficiency Technology to cover Electricity consumption for Public Buildings ( GZ - PENRA - 377922 - GO - RFB ) .
The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Supply and Installation of Solar Systems and Energy Efficiency Technology to cover Electricity consumption for Public Buildings . The project aims to install PV systems for 10 public buildings , that are listed below with their specific locations as mentioned in point 7 below . Please note that PENRA is currently conducting energy audits for the mentioned sites , the energy efficiency results ( recommendations ) are to be implemented in a follow up activity .

Bidding will be conducted through International competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " published in November 2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours 8:00 a.m. to 3:00 p.m. local time at the address given below .
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the fol lowing bank account :

6. Bids must be delivered to the address below on or before 08/04/2024 at 12:00 P.M. ( local time , GMT + 2 ) . Electronic Bidding will not be permitted . Late Bids will be rejected . The outer Bid envelopes marked " Original Bid " , and the inner envelopes marked " Technical Part " will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend , at the ad dress below on 08/04/2024 at 12:00 P.M. ( local time , GMT + 2 ) . All envelopes marked " Second Envelope : Financial Part " shall remain unopened and will be held in safe custody of the Purchaser until the second public opening .
7. Pre - bid meeting will be held to the potential bidders on 04/03/2024 at the address below at 10:00 A.M. ( local time , GMT + 2 ) . The site visits for the targeted public buildings will be conducted according to the table below :
