The Palestine Liberation Organization has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance , Infrastructure , And Reliability of Energy Sector in The West Bank and Gaza ( ASPIRE ) and intends to apply part of the proceeds for consulting services .

The consulting services ( " the Services " ) include conducting a Grid Assessment & Study the impact of connecting solar power plants for Medium Voltage Points of Common Coupling ( PCC ) in West Bank . The total level of effort for this assignment has been estimated at between three - man month , and the total time duration shall be maximum of 5 months .

The Palestinian Energy & Natural Resources Authority now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
• Consultancy Firm with at least 15 years ' experience and a strong track record in national project advisory works in assessing distribution power networks , Load forecast analysis , Network planning & analysis , renewable engineering system designing .
• Experience in successfully implementing at least 3 similar assignments , experience in similar conditions during the last five ( 5 ) years .

• Advanced skills in quantitative and qualitative data collection , analysis , and presentation .
Experience in the region and deep understanding of the Palestinian renewable energy sector and electricity distri bution service providers framework .
• Previous experience in coordinating and dealing with DISCOs and LGU's and demonstrated knowledge of DISCO's and LGU's regulations .
• Demonstrated ability to manage and consulting assignment and deliver well written , informative , and well documented Arabic and English reports .
Key Experts will not be evaluated at the shortlisting stage .

The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .

A Consultant will be selected in accordance with the open national competitive selection of firms ' consultants considering the Consultant's Qualification Based Selection method ( CQS ) .
