The Municipality of Nablus , has received financing from the Agence Française de Développement ( AFD ) through Lille Municipality toward the cost of [ Nablus Boulevard ] . The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Expressions of Interest is issued .
Bids are open for consultancy firms who :
1. Have a valid registration certificate in the Palestinian Engineers Association / Classification Grade ( Consultant ) Architecture specialization , and
2. Have a proven tracking record in the rehabilitation of old buildings , and
3. Having a proven tracking record in the rehabilitation of industrial heritage buildings is considered an additional value / score , and
4. Having a proven tracking record in designing green buildings is considered an additional value / score .
Nablus Municipality now invites eligible firms to express their interest in providing the required services . Interested firms must provide information indicating they are qualified and have the relevant experience to perform the services . The shortlisting criteria for firms are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications , and number of key staff ) .
The expected delivery period of the project is from September 2024 to January 2025 . Request for Proposals ( RFPs ) will be sent to the shortlisted firms , firms after prequalification shall be selected under the selection method based on Quality & Cost Based Selection QCBS ( technical 80 % , financial 20 % ) . Consultants who do not have the required specializations must associate with other firms to enhance their qualifications ( Structural , Mechanical , Electrical ) but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy , in the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . In the case of a Joint Venture , several are required : a power of attorney for the authorized representative of each JV member , and a power of attorney for the representative of the lead member to represent all JV members .
Expressions of interest must be delivered in a written form ( hard copy ) , and softcopy ( USB only ) to the Tenders Department at Municipality of Nablus by 23/07/2024 .
