Invitation for Bids ( IFB )
IFB ICB No .: [ 2106221-2024-003 ] , Procurement of The Engineering , Procurement and Construction ( EPC ) for BIRZEIT University Solar PV Plant Massader , a private company registered in the State of Palestine , intends to develop , finance , design , engineer , procure , construct , test , complete , own , operate , maintain and utilize a Solar PV Plant with a total capacity of 5.8MW within the University's Campus . Companies with expertise in this field and intending to participate in this bid must fulfill the following requirements :

The company ( or JV ) submitting the bid must comply with all the requirements outlined in the bid documents .
Each firm within the consortium should have been profitable on average for the years 2019 , 2020 , 2021 , 2022 , and 2023 with a minimum turnover cumulatively for the consortium of at least US $ 2 million during each of ( 2021 , 2022 and 2023 ) . The applying company ( if consisting solely of a local entity ) or the local entity if part of a Joint Venture shall have previously completed construction and management of a minimum of 10 MW worth of Solar PV capacity in Palestine on EPC basis , whether as part of a JV or independently . Moreover , the company ( or any entity in case of a JV ) shall have completed the construction and management of at least 5 MW of Solar PV Capacity during the past 3 years , and 1 ground mounted solar PV Project within the past 3 years . The local entity if part of a Joint Venture shall have completed the construction and management of at least 1 Solar PV Project on EPC FIDIC Silver book Basis , whether as part of a JV or independently .
Local companies specializing in this field that meet the above requirements and are interested in participating in this bid must purchase the bid documents from the headquarters of Massader Company , located at Ramallah Al - Irsal Center - Amaar Tower , Floor 6. The documents will be available starting Thursday , 08/22/2024 , as detailed in the table below .
Bidders shall submit their bids electronically to the email address provided below . However , the original Bid Security must be submitted physically by courier or by hand on or before the bid submission date . The protected bids will be opened in the presence of bidders ( via Online Meeting ) who are interested in attending on the same date
