1. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector ( ASPIRE ) , and intends to apply part of the proceeds toward payments under the contract for Supply of Mobile PV Kits and Renewable Energy with Large Scale Battery Energy Storage Systems ( BESS ) ( GZ - PENRA - 450675 - GO - RFB ) . 2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Supply of Mobile PV Kits and Renewable Energy with Large Scale Battery Energy Storage Systems ( BESS ) . The bid includes two lots of PV systems which will be delivered to PENRA warehouse in Jericho , to be installed later in Gaza strip . Margin of preference will not be applied in this bid . Below are the details of the materials with their required delivery period : LOTI : Supply of Mobile PV Kits . Supplying of Mobile PV kits ( PV modules , inverters , batteries , power station , mounting structure and other accessories ) within 120 days . A total of three ( 3 ) types of mobile PV kits ( 1 , 3 and 5 kWp ) have been defined for this project in technical specifications .
LOT2 : Supply of Renewable Energy with Large Scale Battery Energy Storage Systems ( BESS ) . Supplying of PV systems with large scale energy storage systems ( BESS ) ( PV modules , inverters , batteries , mounting structure and other accessories ) within 120 days . A One ( 1 ) large PV system ( 50 kWp ) with BESS have been defined for this project in the technical specifications .
3. Bidders may Bid for one or several contracts ( Lots ) , as further defined in the request for bids document . Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so , provided those discounts are included in the Letter of Bid .
4. Bidding will be conducted International competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " published in Nov.2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
5. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours 8:00 a.m. 3:00 p.m. local time at the address given below .
6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the following bank account :

7. Bids must be delivered to the address below on or before 12:00 noon . ( local time ) 302024 / 12 / . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 12:00 noon . ( local time ) , 30/12/2024 .
8. Pre - bid meeting will be held to the potential bidders at PENRA HQ ( 5th Floor ) in Ramallah on 242024 / 11 / at 11:00 a.m. 9. All Bids must be accompanied by Bid Security with an amount of :
LOTI : Supply of Mobile PV Kits : USD 50,000
LOT2 : Supply of Renewable Energy with Large Scale Battery Energy Storage Systems ( BESS ) : USD 40,000
And , the bid security shall be valid for 148 days from the bid's submission date until 272025 / 05 / .
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
11. Bids must be accompanied by a Forced Labor Performance Declaration and a Forced Labor Declaration .
