Name of Project : Phase 1 Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza ( P170928 ) ( ASPIRE - I )

and steel materials .

1. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the phase 1 Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza ( P170928 ) ( ASPIRE - I ) , and intends to apply part of the proceeds toward payments under the contract for Supply of Medium Voltage Cables , Low Voltage Cables , transformers and steel materials ( GZ - PENRA - 450668 - GO - RFB ) .
2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Supply of Medium Voltage Cables , Low Voltage Cables , transformers and steel materials ( GZ - PENRA - 450668 - GO - RFB ) .
The bid includes three lots of materials which will be delivered to PENRA warehouse in Jericho , to be installed later in Gaza strip . Margin of preference will not be applied in this bid . Below are the details of the materials with their required delivery period : LOTI : Transformers ( Outdoor distribution transformers , Delivery period : 20
Weeks )
LOT2 : Steel Materials ( Towers , Arms , Bases , ... etc . , Delivery Period : 16 Weeks ) LOT3 : Medium Voltage Cables & Low Voltage Cables ( ACSR Cables & ABC Cables , Delivery period : 20 Weeks )
3. Bidders may Bid for one or several contracts ( Lots ) , as further defined in the request for bids document . Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so , provided those discounts are included in the Letter of Bid .
4. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
5. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours [ hours 8:00 a.m. - 3:00 p.m. local time at the address given below .
6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the following bank account :

The Bidding Documents will be sent by Email or by hand national carrier .
7. Bids must be delivered to the address below on or before 06/01/2025 at 12:00 p.m local time . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 06/01/2025 at 12:00 p.m local time .
8. All Bids must be accompanied by Bid Security with an amount as following :
LOTI : USD 35,000 .
LOT2 : USD 25,000 .
LOT3 : USD 20,000 .
The bid security shall be valid for 148 days from the bid's submission date until 03/06/2025 .
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial own- ership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
