1. The Palestine Liberation Organization , for the benefit of the Palestinian Authority , has received financing from the World Bank toward the cost of the Water Security and Resilience Program ( SoP 1 ) and intends to apply part of the proceeds toward payments under the contract for Construction of Water Transmission Pipelines between Main Booster Pump Station in Al Jalameh to the Regional Water Tank in Qabatiya . For this contract , the Borrower shall process the payments using the Direct Payment disbursement method , as defined in the World Bank's Disbursement Guidelines for Investment Project Financing .
2. The Central Tendering Department now invites sealed Bids from eligible Bidders international and local classified contractors ( Classified in the field of water and sewage ( first class ) ) , for implementing the works included in the Contract for Construction of Water Transmission Pipelines between Main Booster Pump Station in Al Jalameh to the Regional Water Tank in Qabatiya works and summarized below . The expected duration of construction works is 550 calendar day equivalent to 18 months . In details the present contract includes :
- Construction of main water transmission pipeline ( DN 500mm DCI pipe , C30 pressure class , approximately 13 km in length ) from Al Jalameh Main water pump station to the Regional Water Tank in Qabtiya .
- Construction of regional water tank with a capacity of 6,000m³ in Qabtiya .
- Other associated works related to the tank including road construction , fencing , and landscaping , power supply , transformation , and distribution infrastructure .
3. Bidding will be conducted through international competitive procurement using Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing " November 2020 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations . 4. Interested eligible Bidders may obtain further information from 08:00 am to 03:00 pm at the address ( 1 ) given below and inspect the Bidding document during office hours from 08:00 am to 03:00 pm at the address ( 2 ) given below .
5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address ( 2 ) below and upon payment of a nonrefundable fee of 300 Dollars or equivalent in NIS . The method of payment will be direct bank transfer or deposit to Ministry of Finance Revenue account in the Bank of Palestine- IBAN No. PS65PALS045802190000013001049 .
6. Bids must be delivered to the address ( 2 ) below on or before 12:00 noon local time on 11/03/2025 . Electronic bidding will not be permitted . Late Bids will be rejected . The outer Bid envelopes marked " ORIGINAL BID " , and the inner envelopes marked " TECHNICAL PART " will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend , at the address ( 2 ) below on 11/03/2025 at 12:00 noon local time All envelopes marked " FINANCIAL PART " shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening .
7. All Bids shall be valid for a period of 180 days after the date of Tender opening until ( 07/09/2020 ) , and must be accompanied by BID Security of US $ 300,000 for the benefit of the Palestinian Water Authority . The Bid Security shall be valid for twenty - eight ( 28 ) days beyond the bid validity date until ( 05/10/2020 ) .
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
9. In case more than one package under the Water Security and Resilience Program will be awarded to the same bidder , the bidder whose Bid has been determined to be the Most Advantageous Bid in more than one contract package , shall be required to meet the aggregate / sum of minimum qualification requirements for the respective individual contract packages . References of contracts / lots submitted for the Specific Construction & Contract Management Experience criteria 4.2 ( a ) , ( b ) and ( c ) should not be the same .
