MDLF intends to apply part of the proceeds under Project " Municipal Development Program IV ( MDPIV ) " financed by the World Bank - International Development Association ( IDA ) , MDTF ( administered by the World Bank ) , PA , KFW , Denmark , the Belgian Development Agency ( Enabel ) , SDC , GIZ , EU and AFD toward payment under the Contract " Conduct a detailed baseline study on responsiveness of Local Government Units from citizens perspective in the West Bank " , No .: MDP4C1-2.a / # 14 " ( hereinafter called " the Services " ) .
The main objective of this assignment is to conduct an in - depth analysis of how LGUs respond to complaints submitted by citizens . The scope of the study will cover the following :
• Assessment of citizens ' perspectives on the measures taken by LGUs in response to their complaints , with a particular focus on marginalized groups and persons with disabilities .

Provide citizens ' feedback to LGUs on best practices for handling mechanisms to effectively manage and address citizens ' complaints .
Identify and explore the most liked and preferred methods of reaching out for citizens ' complaints in particular the marginalized and people with disabilities .
Analyze gender sensitive related data that better respond to gender needs in order to boost active participa- tion of women within the LGUs works .
Gather data regarding the challenges that hinder citizens to file complaints on municipal services and reasons for not solving the complaints in a satisfactory manner .
• Develop database on the municipal complaints procedures that consider citizens perspective and anchor this with the main rec- ommendations or findings of the already mentioned study above which has mainly and so far , focused on LGUs side only . • Provide recommendations that are feasible , implementable and in harmony with citizens needs and priorities , thus improving LGUs responsiveness and citizens satisfaction per se .
The detailed Terms of Reference ( TOR ) for the assignment can be viewed at the website : www.MDLF.org.ps/TOR . 1. MDLF now invites eligible consultants to express their interest in providing the services . Interested consultants must pro- vide information indicating that they are qualified and have the relevant experience to perform the services . The shortlisting criteria for Consultants are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) . 2. MDLF draws the attention of the interested consultants to the conflict of interest articles included in the MDLF procurement Manual and to the World Bank's Procurement Regulations for IPF Borrowers , fifth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
3. Request for Proposals ( RFPs ) will be sent to the shortlisted consultants . A Consultant will be selected under Selection based on Quality - Cost Based Selection ( QCBS ) in accordance with the provisions of the MDLF procurement Manual and to the World Bank's Procurement Regulations for IPF Borrowers , fifth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
4. Interested eligible consultants may inspect the Request for Expressions of Interest ( RFEI ) through the Public Procurement Portal and obtain further information from MDLF during office hours 8:00 AM to 3:00 PM from Sunday to Thursday at the address given below .
5. Expressions of interests must be delivered to the address below on or before 05/01/2025 . Late expressions will be rejected . 6. The address referred to above is :
