Assignment Title : Exploring Energy Efficiency opportunities in Public Building in West Bank Reference No. GZ - PENRA - 464431 - CS - CQS
The Palestine Liberation Organization has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance , Infrastructure , And Reliability of Energy Sector in The West Bank and Gaza ( ASPIRE ) and intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include conduct investment grade energy audits in 10 public facilities in the WB & G . the total time duration shall be maximum of 7 months .

The Palestinian Energy & Natural Resources Authority now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
The Consultant will be a firm or a consortium of firms with appropriate and sufficient capabilities , resources , and ex- perience to execute the full extent of the scope of services to a very high quality . Relevant technical experience would include the following :
⚫ Consultancy Firm with at least 7 years ' experience and a strong track record in national project advisory works in assessing energy efficiency engineering and prior experience on energy auditing of buildings and preparation of detailed project designs , preferably in public or commercial buildings .
⚫ Professional experience is at least 7 years in the field of this project ( energy efficiency and / or building design / construction ) .
Strong knowledge of local and international standards and norms on energy efficiency and building codes . Experience in successfully implementing at least 1 similar assignment , experience in similar conditions during the last five ( 5 ) years .
• Experience in emerging technologies , such as concentrated solar heating and solar cooling , including technical knowledge , design capability and economic knowledge will be an advantage .
⚫ The firm should have at least two capable teams to work in parallel for this assignment .
Key Experts will not be evaluated at the shortlisting stage .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the as- sociation is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the open national competitive selection of firms ' consultants consider- ing the Consultant's Qualification based Selection method ( CQS ) .
