1. The Palestinian Water Authority ( PWA ) ( hereinafter called « Client ) has received financing from Agence Française de Développement ( « AFD ) and Europion Union ( EU ) toward the cost of Ramallah Bulk Water Supply Project- Connection Point . The Client intends to apply a portion of the funds to eligible payments under the contract for the consultancy service ( hereinafter called « Services » ) : Communication and Visibility for Ramallah Bulk Water Supply Project- Connection Point .
2. The PWA , now invites eligible consulting firms having relevant experience with a strong management background in the fields Communication and Visibility to collect the request for proposal documents starting from February 18 , 2025 to March 3 , 2025 during the working hours between 9:00 am to 2:00 pm from the address mentioned below , If necessary , any clarifications could be request by sending an email to the same email address .
3. The Consultant shall be selected under the selection method based on quality only . The criteria of qualification are : ( i ) Previous similar contract in nature ( communication for a development project : Events management , media production ) ; ( ii ) Previous experiences related with project financed by donors ( iii ) Proper composition of the project team ( iv ) - Experience in the region .
4. Late bids will be rejected ; Bids must be delivered to the PWA ( Sealed envelope ) at the address shown below on or before 12:00 pm local time on Wednesday 12/03/2025 . The envelope must contain two sealed envelopes , one for technical and the other for financial . Technical proposals will be opened in presence of the consultants interested into participating .
